On eCall projects you often see a strange thing: the same T-Box quoted by three labs can differ by more than double. The gap is rarely about the testing itself; it mainly comes down to the certification path chosen and whether the upfront plan was nailed down. Below I break the costs apart and explain what drives each one.
Components and whole vehicles are different cost tiers
A T-Box or IVS component goes through the AECS path — only bench testing in a lab, no real-crash vehicle needed. Whole-vehicle WVTA certification is an assessment on top of component compliance; R144 itself does not require a real crash — that belongs to other whole-vehicle safety regulations. Quotes must separate component and vehicle work; mixing them is a frequent industry mistake.
EU regulation update points
EU Delegated Regulation (EU) 2024/1180 revises the older (EU) 2015/758 and establishes IMS-architecture NG eCall as the mainstream technical route. Three key dates: from 2025-01-01 member states may not refuse to certify products compliant with CEN/TS 17184:2022 and CEN/TS 17240:2018; from 2026-01-01 no new type application not meeting the new rules will be accepted; from 2027-01-01, certificates for vehicles approved after 2018-03-31 that do not meet the new rules are treated as invalid.
2025 supplementary regulation affects labour
On 2025-07-23, (EU) 2025/1871 further amended the eCall rules. It adds a 66-minute backup-power test sequence: 5 minutes call + 56 minutes standby + 5 minutes call. This sequence is an optional condition, not a forced full run, but it directly changes test labour and indirectly the quote.
2. Laboratory testing fee
Charged per test item, not per day
EN 17184 sets the functional requirements and EN 17240 the test methods; the two standards together total dozens of tests, and labs price by test item. Key functional groups: IMS call-setup latency ≤3 s, MSD V3 dataset codec, voice-link quality, GNSS positioning accuracy. Environmental-reliability group: post-crash antenna attenuation, −40 °C to +85 °C thermal, vibration endurance, backup power, multi-radio coexistence. The most frequent failures in order are backup power, IMS call latency and GNSS cold start; vibration endurance is relatively stable if the structure is sound.
The IMS simulation platform is what separates the quotes
Domestic labs with their own EU IMS simulation environment: 4G NG-eCall component testing typically references the low-to-mid hundred-thousands RMB range; multi-band or 5G with multimedia pushes above that. Labs without their own simulation quote low, but comms work must be outsourced to Europe, adding sample customs, overseas bay rental, dedicated lines and cross-border engineer hours — total cost ends up higher. When requesting a quote, always confirm whether comms testing is done in-house or sent overseas.
Comms mode affects test labour
The 3G transition option has no IP-voice test and can save tens of thousands versus 4G — only suitable for short-term transition. 4G VoLTE NG-eCall is the market mainstream and adds roughly 40% test labour over 3G; enabling 5G-NR and multimedia optional functions takes the upper end of the range.
3. Notified-body review fee
Prices differ markedly between bodies
Germany's KBA (E1) and France's UTAC (E2) review R144 components; the base review fee is in the tens-of-thousands range, with multi-band, NG eCall and high-voltage vehicle modules adding cost. The low prices on the market mostly come from small Eastern-European notified bodies — when selecting, confirm the OEM accepts that body's certificate; don't just look at the quote.
A whole-vehicle misconception
Whole-vehicle WVTA is a bundled full-model review and does not charge a separate eCall-specific issuance fee. If a quote line-items an "eCall whole-vehicle review fee", that is a conceptual mix-up.
4. Technical service fee
What the service covers
Full UN R144 technical documentation, declaration of conformity, liaison with the notified body, coordination of PSAP simulator testing and translation of EU official documents. Domestic service providers with NG eCall experience charge 80k–200k RMB; EU-local consultants are generally 250k+ RMB and are mostly used by foreign OEMs.
PSAP interoperability cost
The EU itself charges no PSAP platform registration fee, and domestic labs using the standard ETSI simulator usually do not charge extra. A few countries have local-adaptation needs; if on-site operator-platform interfacing is required, that adds 30k–80k RMB — a niche scenario, as most export projects use the standard simulator.
5. Often-overlooked extra costs
EU authorised-representative annual fee
Mandatory for non-EU companies — a recurring yearly spend, not a one-off. Picking an EU rep should not be just about comparing annual fees; focus on how responsive they are on documentation when product changes or standards update. The contract only ends when the product fully exits the EU market and the certificate is cancelled — put that clause in the contract.
Legacy-model change cost
Under the 2026 new rules, no new type approval for pure-2G will be accepted; legacy 2G models under the old rules can still be handled. After Europe's 2G shutdown, upgrading a legacy model to 4G modules incurs change retest plus document review — a maintenance cost many omit from the initial budget.
Retest cost
A single-item retest runs a few thousand to 20k RMB. If IMS latency, backup power and GNSS all fail together, one retest round's cost rises sharply. Pre-test before formal submission to surface protocol and RF issues early. Exchange-rate swing
