Many factories entering the Canadian market confuse IC with FCC – assuming that FCC certification is sufficient for Canada. IC certification is managed by ISED (Innovation, Science and Economic Development Canada) – formerly Industry Canada – covering wireless RF and EMC.

It is completely separate from US FCC – labelling, registration systems, and responsible parties differ – FCC results cannot substitute for IC. In April 2025, ISED increased IC‑ID wireless device registration fees – budget using the latest rates – old quotes may create funding gaps and disrupt project schedules.


1. Two IC Certification Paths

Canada divides products by RF transmission capability – choosing the wrong path wastes time and causes 2–3 weeks of rework – accurate upfront classification is critical.

Overseas companies must appoint a Canadian local representative – and sign authorisation documents. Also prepare product specifications, circuit diagrams, manuals, and RF test reports.

With complete documents and the representative agreement signed – a few days suffice. Most delays come from commercial discussions with the representative or internal document‑parameter inconsistencies.

Stage 2: Testing and scheduling (2–6 weeks)

Testing time depends on wireless configuration:

·Single‑mode Bluetooth or single‑band Wi‑Fi: ~2 weeks.

·5G, in‑vehicle multi‑band devices: more test items + lab queue – 5–6 weeks.

FCC EMC data may be partially referenced – but Canadian RSS standards have their own RF, DFS, and SAR requirements – RF reports cannot be directly copied from FCC – differences must be supplemented.

Stage 3: Registration and labelling (1–2 weeks)

After test reports are complete – submit to ISED. With complete documents – review: 1–2 weeks.

·IC‑ID numbers must be engraved – with proper font height.

·Very small embedded products: e‑labels are permitted instead of physical engraving.

·Non‑compliant labels = customs inspection failure.


  3. Key Variables Affecting Timeline

·More wireless bands = more test workload – multi‑mode devices need buffer time.

·Inconsistent circuit diagrams, BOMs, or RF parameters cause filing rejections – each revision adds 1–2 weeks – upfront document verification is key.

Language: no federal bilingual requirement – but Quebec has mandatory French – many offline channels also require bilingual documentation – confirm with your importer before shipping.


  4. Validity and Change Maintenance

·IC‑ID has no fixed expiry.

·Hardware, antenna, or RF firmware changes → compliance change assessment required.

·Cosmetic or non‑RF firmware changes → mostly Class II change filing – no full retesting.

ISED and FCC databases are independent – information does not sync automatically. Companies must retain full technical files for regulatory audit.


  5. US‑Canada Synergy – Time‑Saving Approach

For products entering both the US and Canada – run FCC and IC in parallel. EMC data can be partially reused – saving time and cost. Plan compliance at the module‑selection stage – identifying which test items can be shared – reducing duplicate testing.
