Because ANATEL has no fixed pricing. Costs are split into 6–7 line items – product type, OCD choice, and remediation rounds can make the total vary by 2–3 times.
1. Test fees – the biggest cost item
Test fees account for 60–70% of total costs.
·ANATEL Category II wireless devices – e.g., Bluetooth headsets, TWS – RF testing must be performed at ANATEL‑authorised local labs in Brazil – overseas ILAC lab reports are not accepted for RF.
·Category III low‑risk devices – ILAC overseas reports may be accepted only with prior OCD approval. EMC and safety overseas reports may be conditionally assessed – but Category II RF core items must be locally tested.
Bluetooth headsets (Category II) :
·RF testing: RMB 20,000–40,000.
·EMC testing: RMB 15,000–30,000.
·Battery safety: in addition to IEC 62133, must meet Brazilian local requirements – RMB 10,000–20,000. For whole products with built‑in lithium batteries, battery safety testing is part of the whole‑product test – you cannot use a separate cell‑level IEC62133 report to exempt whole‑product related testing.
·SAR (body‑worn): RMB 20,000–40,000.
·Protocol conformance: RMB 10,000–20,000.
Total per‑model test fees: RMB 80,000–150,000.
TWS earbuds: left/right independent testing – test fees increase by roughly 20% – RMB 120,000–180,000.
Active noise‑cancelling headphones: more complex RF environment – RMB 150,000–220,000.
Smart earbuds with apps: more protocol conformance items – RMB 180,000–280,000.
Domestic ILAC labs can be used for pre‑testing – identifying and fixing RF and EMC issues before sending to Brazil – reducing formal‑test failure probability. But: domestic pre‑test reports cannot be submitted as formal ANATEL reports to the OCD – formal RF testing must still be done at a Brazilian authorised lab. Many people assume pre‑test reports can be reused and only supplementary testing is needed in Brazil – that does not work.
2. OCD certificate fees and ANATEL registration fees
OCDs are ANATEL‑authorised certification bodies – reviewing technical files and issuing CoCs (Certificate of Conformity). OCD certificate review fees are commercial charges – market range: roughly USD 1,000–2,000 – varies by body. When choosing an OCD, prioritise review efficiency and communication smoothness – price is secondary.
ANATEL official administrative registration fees are charged in Brazilian Reais – roughly USD 130–170 – subject to exchange‑rate fluctuations. Certificate number format: ANATEL XXXXX-YY-ZZZZZ – the middle YY is the authorisation year. The product nameplate must include the full "ANATEL" prefix and number – printing only the numeric part will be judged as non‑compliant.
3. Local representative annual fees – unavoidable for overseas companies
Foreign manufacturers cannot apply directly to ANATEL – you must use a Brazilian legally registered company as your local representative. The local representative is your legal entity – handling ANATEL communications, compliance issues, and market‑surveillance co‑ordination.
Local representative service fees: annual – RMB 5,000–15,000/year. The authorisation letter must be notarised and apostilled – Portuguese documents require translation by a Brazilian officially certified translator – translation fees: RMB 3,000–8,000. Machine translation is not accepted.
4. Agent service fees and sample shipping
First‑time ANATEL applicants almost always use an agent – service fees: RMB 10,000–30,000 – covering document preparation, sample follow‑up, remediation guidance, and certificate maintenance. Experienced teams can self‑manage and save this cost.
Sample shipping: roughly RMB 2,000–5,000. We recommend having the local representative issue a sample‑specific customs clearance declaration. Brazilian customs may also charge duties on samples – budget accordingly. Actual shipping and clearance timelines are highly variable – customs inspections can extend well beyond 7–10 days.
二、Customs New Rules and Project Scheduling
The ANATEL‑SISCOMEX customs system data‑sharing legislation – draft published in June 2025 – formally took effect on 25 May 2026. Customs declarations (DUIMP) now require the ANATEL authorisation number – the system automatically verifies it – no valid certificate = goods detained.
Before shipping, confirm that the certificate is valid and that the model/version matches the actual shipment – even a single character difference in model code or hardware version can trigger a block.
三、ANATEL Series Certification – How to Save
Whether you can reference a module certificate for simplified testing does not depend on whether the module is soldered to the board. The core criterion is: is RF the product's primary function?
·RF is the primary function – e.g., Bluetooth headset, speaker – regardless of soldered or socket‑mounted module – whole‑product full testing is required.
·RF is an ancillary function – e.g., an air conditioner's Wi‑Fi module – only if the module holds a valid ANATEL certificate and the whole product does not modify RF‑related hardware – may reference the module certificate for difference testing.
Series certification also has thresholds: same hardware platform – RF circuit, antenna, and PCB layout unchanged – only peripheral components and non‑RF housing changes – can apply for series certification to reduce per‑SKU costs. You cannot merge based on the same main controller alone – if RF circuitry has changed, merging is not allowed. Confirm the plan with your OCD before submitting samples.
四、Multiple Colours – Does Each Need a Separate Certificate?
If only the housing colour changes – and hardware, RF, and antenna are completely unchanged – no need for a separate certificate per colour. However: if the housing has a metallic conductive coating – colour or coating changes may affect RF performance – the OCD must assess whether supplementary testing is required. Don't skip this precondition.
五、ANATEL Certificate Validity and Renewal
·Category I (public network access equipment): no fixed validity.
·Category II and III wireless consumer devices: 2 years – not 3.
Renewal: submit during the window before expiry. If hardware is unchanged and standards haven't been updated – renewal is mainly document review, with some baseline testing. If the certificate has already expired – renewal is not possible – you must go through a full new application with complete retesting.
ANATEL does not send expiration reminders – some OCDs offer commercial reminder services – but the company itself should maintain its own expiry tracker. Set a reminder three months before expiry on the day you receive the certificate – don't skip this step.
