Korea's wireless products now uniformly use the KC mark, with certification actually executed by the National Radio Research Agency (RRA) under the Ministry of Science and ICT. The core legal basis is the Radio Waves Act and its enforcement decree; EMC requirements follow the Electromagnetic Compatibility Act. What people call "KCC" is just the old name — new models must use the KC mark; old products holding a valid KCC certificate can still circulate until it expires.
The detailed conformity assessment rules follow RRA's "Notification on Conformity Assessment of Broadcasting and Communications Equipment." Notice No. 7 of 2025 took effect on 29 August 2025, allowing supplier self-declaration for some low-risk products, clarifying overseas makers' local-representative duties, and excluding devices for dedicated industrial environments from mandatory assessment.
Three certification modes
Equipment in Appendix 1 undergoes Conformity Certification — radar, PBX, and IPTV set-top boxes fall here. Most remaining products take Compatibility Registration, split into designated-body testing and company dossier filing; computers, home appliances, and lighting mostly sit here. Special products with no matching standard take Temporary Certification; the vast majority of consumer electronics do Compatibility Registration.
1. Understand the numbering rule
Certificate numbers starting with R denote radio-frequency categories; safety and EMC have their own separate numbers — do not mix them.
2. Mark numbers separately when filing
When submitting, different certificate numbers must be flagged separately; mixing numbers is a common rejection reason. Customs and online platforms both verify the new KC certificate number. Note: Appendix 1 Conformity Certification needs factory inspection and annual surveillance; ordinary Compatibility Registration wireless certificates are valid five years with no annual factory audit.
EMC and safety standards
Wireless-product EMC testing uses KN 32 and KN 35, aligned with CISPR and matching the EU's EN 55032 and EN 55035, mainly covering AV/IT equipment radiated and immunity tests. Product safety follows the KC-Safety system, a separate compliance track from RRA's wireless KC — not interchangeable.
At RF test level, Wi-Fi, Bluetooth, and cellular devices use Korea's local KN-series RF specs, not verbatim ETSI or FCC. The 5 GHz band mandatory-enables DFS (dynamic frequency selection) to avoid radar interference. For 6 GHz indoor EIRP, from 2026 the 5925–6425 MHz band relaxes to 1 W; 6425–7125 MHz stays capped at 500 mW.
The new SAR standard
The old KS C 3370-1 and 3370-2 were consolidated into KS C 3350 by Notice 2025-9, mandatory from 1 April 2026, aligned with international IEC/IEEE 62209-1528:2020.
1. Limits and distance tightened
Korea's SAR limit is 1.6 W/kg, stricter than the international 2.0 W/kg.
2. Shorter test distance from April 2026
From April 2026, body-worn devices submitted for approval test at 5 mm instead of 25 mm — the risk of radiation exceedance rises noticeably. Existing models certified under the old standard can keep circulating if hardware is unchanged; new models, hardware revisions, or antenna changes must re-test under the new standard. Plan KC together with other East-Asian regional certifications early to cut duplicate testing.
Certificates and local requirements
RRA RF certificates are valid five years; Compatibility Registration has no annual audit or factory inspection, and renewal is simplified at expiry without full retest. Once RF chip, antenna, operating band, or transmit power changes, the certificate voids and you must re-apply. Overseas companies must appoint a Korean local authorised representative; product labels and user manuals must be in Korean.
The KC mark must be engraved on the product body: wireless, safety, and EMC are three independent systems. Many companies ship with only the wireless certificate and get held at port for missing safety files. Keep a ledger of each certificate's number, scope, and holder, and check item by item before shipment.
Common misreadings
Brand-new products cannot keep using the old KCC mark. KC-Safety's different modes have different validity — mid/low-risk confirmation mode is five years, high-risk categories need annual surveillance — and that rule does not apply to RRA wireless certificates. Many projects trip by merging RF and safety rules.
The 2025 self-compliance verification applies only to designated low-risk categories, not all products. Multi-function composite devices have their own filing flow, not the ordinary template. Engage Korea compliance early to avoid later takedown and rework.
Practical advice
At kickoff, lock in the new SAR standard, 6 GHz power, DFS requirements, Korean-language files, and local agent. For body-worn devices, write the 5 mm test distance straight into the hardware spec, leaving enough margin on antenna and housing — changing structure after the sample is fixed costs heavily.

Multi-band devices have more test items, so overall review stretches longer.
2. Track the updating rulebook
Korean rules keep changing — do not plan with old-year files. Korea's wireless certification is intricate; clarifying the regulatory framework and each standard's role effectively lowers export-pitfall odds.
