There is a huge gap between generic document checklists provided by laboratories and the actual full set of documents demanded by certification authorities. Many manufacturers submit piles of materials following standard lists only to receive full package rejection, with rejection reasons covering items unmentioned in basic templates yet legally required under UN R144.
We split all materials into standalone component filing, whole vehicle WVTA filing and long-term archive categories, while marking high-frequency rejection risks for each section.
Step 0: Pre-Application Document – EU Authorized Representative Registration
Before submitting any R144 application as a non-EU enterprise, signing an EC-REP service contract and completing EU corporate registration is mandatory. Without valid EU representative filing records, certification bodies (E1 KBA / E2 UTAC) will refuse to open your application file entirely. This procedure runs in parallel with technical document preparation; do not finish drafting all technical files only to discover you lack a registered EU representative.
1. Document Set for Standalone Component R144 Certification
·Complete technical specification datasheet (core document)Include hardware architecture block diagram, supported cellular bands & communication standards, positioning system description, crash trigger mechanism parameters and full backup battery specifications. The hardware diagram must clearly label full model numbers & versions of RF front-end, baseband chip and antenna interface. Band information is used by laboratories to configure EU IMS simulation platforms for formal testing.
·Dual mandatory antenna files (common missing materials leading to rejection)Besides antenna datasheets (type, gain, VSWR) and physical layout drawings showing surrounding metal structures, RF LC matching schematic diagrams are compulsory for communication performance verification. Submitting only appearance layout drawings fails RF interference risk assessment and triggers supplementary document requests.
·Full software management documents (not just firmware version numbers)UN R144 enforces complete CSMS software control system records: version change logs, OTA upgrade verification mechanisms, permanent accident data storage policies. 4G NG eCall requires exclusive supplementary documents unavailable for old 3G hardware: IMS communication protocol specification, MSD V3 dataset definition, network slice adaptation description. These three files are frequently missing from new 4G project submissions and cause full package rejection.
·Complete backup battery test supporting documentsManufacturer datasheets alone are insufficient for audit approval. The authority mandates full raw discharge curve records captured under the updated 2026 Annex X dual full-load 60-minute cycle (simultaneous voice call + positioning upload). Datasheets without actual full-load discharge curves are one of the top document rejection causes.
·Technical manual for OEM integrators (not consumer user guides)Elaborate working principles of trigger systems, standardized antenna installation guidelines and full backup battery maintenance rules, all subject to line-by-line review during authority audits.
·Nameplate & silk-screen drawing documentsInclude complete model numbers, serial number rules, manufacturer legal entity names, plus drawing templates marking reserved printing zones for E-mark R144 certification numbers. Missing nameplate layout drawings count as incomplete filing materials.
·High-resolution internal disassembly photos for laboratory pre-reviewClear full photos of complete unit, PCB, antenna assembly and battery are required for cross-verification between physical hardware and technical drawings before testing starts. Mismatch between photos and schematic files halts testing entirely, requiring resubmission of revised drawings & photos.
·Engineering drawing file requirementsHigh-definition PDF block diagrams are acceptable for routine review, but certification bodies reserve the right to request editable CAD vector source files for complex 4G NG eCall RF hardware verification. Submitting only image-based PDF screenshots will trigger supplementary source file requests and extend review cycles.
2. Extra Mandatory Documents for Whole Vehicle WVTA Filing
Submitting only component module documents is insufficient for full vehicle eCall certification:
·Official vehicle parameter data sheetState clear vehicle category (M1 / subdivided N1 grade), curb weight and drive form. Major compliance pitfall: self-made parameter tables claiming "N1-III over 2.5t exempted" carry no legal weight. Authorities only recognize the official COC certificate issued by vehicle OEMs as valid classification proof, rejecting self-filled tables outright.
·Full vehicle electrical architecture diagramMark the exact CAN bus position of the eCall module, main power supply loop and backup battery access points; also required for EV high-voltage cut linkage testing.
·Crash sensor layout drawingLabel physical mounting positions of airbags, deceleration sensors and seat belt pretension trigger components across the vehicle body.
·Updated antenna layout drawings (if hardware revisions occurred at C/D samples)Must attach revised layout sheets plus formal written explanation of modification reasons for audit cross-check.
·Vehicle Integration Compatibility Statement (critical overlooked file)Manufacturers reusing pre-certified R144 modules for whole vehicle WVTA must submit this signed formal declaration confirming no adjustments to vehicle power supply, antenna wiring and CAN interaction after module integration. Missing this document leads to full invalidation of the component certification report during authority review.
Two additional regulatory document packages mandatory for all whole vehicle filings:
-UN R155 vehicle cybersecurity system documentation: eCall TCU counts as an onboard telematics unit and must be fully covered under the CSMS audit framework.
-GDPR privacy compliance technical files: Cover accident user data encryption rules, storage duration and secure data destruction protocols. Missing either set leads to full WVTA application rejection.
3. Uniform Document Language & Format Rules
All official documents submitted to European certification authorities must be written in full English. Chinese versions require certified translated copies issued by EU-recognized translation institutions with official notary stamps; internal self-translated files, even notarized, lack valid translation qualification and get rejected instantly. Chinese drafts can only be used as internal auxiliary reference and cannot replace formal English filing materials.Preferred file format: searchable, copyable PDF. Pure image screenshots or scanned uneditable PDFs with unselectable text are inadmissible. Drawings can be submitted as vector CAD source files or clear scaled PDF drawings with fully legible labeling.
4. Long-Term Document Archive Obligations
WP.29 regulations mandate full retention of all certification documents for a minimum of 5 years. Archiving scope is not limited to basic datasheets and manuals; it also includes raw laboratory test data, full test video footage, annual CoP audit records and hardware change filing documents. Separate two independent archive folders: one for initial certification materials, another for annual production line test records, offline sampling reports and change records. Factories only archiving basic documents will receive major non-conformities during yearly CoP audits.
