1. What a Factory Audit Actually Examines

A factory inspection is not a product retest; it checks whether the plant can consistently build products identical to the submitted samples. Every major system comes back to two blocks: quality-assurance capability and product consistency. Quality-assurance capability looks at system documents, resources and process control. Consistency checks whether the batch goods match the type-test sample. Fail the audit and all the earlier testing was for nothing. KC, CB and CCC differ in detail but share the same underlying logic.   2. The CCC Factory Inspection Ten Elements

CCC follows the Factory Quality Assurance Capability Requirements and audits ten aspects.

The Ten Elements One by One

(1) Responsibilities and resources. A clear quality manager, with equipment and personnel in place. (2) Documents and records. Complete quality manual, procedure files, and purchasing/production/inspection records. (3) Procurement and key-component control. Periodic confirmation testing of safety/EMC-critical components, with controlled supplier changes. (4) Production-process control. Key processes have set parameters and monitoring. (5) Routine and confirmation inspection. Every outgoing unit gets withstand-voltage and ground-continuity tests plus functional testing; periodic sampling runs full confirmation inspection. (6) Inspection equipment. Calibrated on schedule with proof retained. (7) Nonconforming-product control. Isolation, identification, review and disposal. (8) Internal quality audit. A closed-loop system self-check. (9) Certification-product consistency. Safety/EMC design changes must be declared and confirmed with the body; key components, structure and nameplate must match the filing. (10) Packaging, handling and storage. Check whether packaging, handling and warehousing let products get damaged or affect safety performance, with moisture and corrosion controls in place.   3. Product Consistency Is the High-Voltage Line

The audit team samples finished goods on site and checks the nameplate, structure and key-component models against the type-test report item by item. Swapping a material on the critical-parts list without declaration draws a nonconformity, and serious cases can fail the inspection. Plenty of factories submit one sample and mass-produce another — that step is a guaranteed fall. Keep complete application, approval and verification records for changes; do not backfill them afterwards. Consistency cannot be skipped; it is a hard audit metric.

  4. Korea KATS Factory-Audit Rules

Korea's KATS mandatory safety certification requires an initial factory audit plus annual surveillance. By regulation the certificate has no fixed expiry; its validity is maintained by ongoing post-certification surveillance. The widely circulated "must renew every five years" is mostly industry misinformation — as long as the hardware scheme is unchanged, the applicable standard is not repealed and surveillance keeps passing, the certificate stays valid, though failed surveillance can suspend or revoke it. Self-regulated safety-confirmation types rely on the supplier's declaration of conformity, need no third-party certificate, carry no fixed expiry but must keep conforming, and have no mandatory factory audit. Wireless RRA generally has no mandatory factory audit. The audit checks production consistency, software-burning control, key-component change records and training records. Severely missing system-operation records can draw a major nonconformity and even suspend or revoke the certificate.

  5. The CB System's Factory Inspection

The CB system, operated by IECEE, is the international scheme for mutual recognition of electrotechnical product test results — centred on the CB test certificate and CB test report used for national certificate transfer. It does not force a separate factory audit, but when a company uses a CB to obtain a national mark such as Korea KC or China CCC, the issuing body normally requires an initial factory inspection plus annual surveillance. Many factories assume a CB exempts them from audit, then face an extra round when transferring to a national certification and lose their rhythm. The fewer the differences between the CB report and the target-market standard, the less retesting and the faster the transfer — but the factory audit cannot be waived.

  6. Shared Preparation Across the Three Audit Types

Business licence, quality manual, procedure files, equipment-calibration certificates, incoming-inspection records, production-process records, outgoing-inspection records and training records serve all three. Lock the critical-component list and material versions, and route changes through approval. Run an internal pre-audit against the checklist to close gaps and aim for a first-pass pass. Sample-file versions must match the physical product — this step cannot be skipped.

  7. Linking to Certification Scheduling

Within the CCC certificate's validity there is at least one post-certification surveillance per year; Korea's mandatory type relies on ongoing surveillance with no fixed expiry. Pure wireless RF certifications (BQB, FCC, CE RED, RRA) generally need no factory inspection; only when a product also falls into the CCC or KC mandatory-safety catalogue does a plant audit apply — coordinating early beats patching compliance at the harbour gate.
