Cost is one of the most concerned issues for clients applying for KC certification. There is no fixed price for KC services. The total cost depends on product classification, required test items, certification schemes and factory inspection requirements, ranging from several thousand to tens of thousands of RMB.
KC certification mainly includes three major testing sections: Safety, EMC and RF. Required items are determined by product functions.
-KC Safety Test Cost
Charges vary by product risk level and certification scheme:
·High-risk products (Safety Certification Scheme): Large home appliances, high-capacity lithium batteries, etc. Mandatory initial factory inspection plus annual surveillance audits. The total cost of safety testing and document review ranges from 10,000 to 25,000 RMB. Some institutions include factory inspection fees in the total package; separate factory inspection charges 5,000 to 10,000 RMB. Annual surveillance audits cost less than initial inspections, and failed audits will lead to certificate revocation.
·Medium & Low-risk products (Safety Confirmation Scheme): No factory inspection required. Total fees for testing and certification are 5,000 to 12,000 RMB. Certificates are valid for 5 years, and renewal fees plus partial re-tests apply upon expiration.
·Lowest-risk products (Supplier Self-Declaration): No official certificates. Enterprises issue self-declarations and archive test reports. Testing costs range from 3,000 to 6,000 RMB.
2. KC EMC Test Cost
EMC is a basic mandatory item for all powered products, implemented in accordance with Korean KS CISPR standards. Conventional products only require conducted and radiated emission tests, with full-set quotations from qualified domestic laboratories at 4,000 to 10,000 RMB. Industrial and special equipment require additional immunity tests, costing an extra 3,000 to 6,000 RMB.
The EMC test cycle is generally 1 ~ 2 weeks, and costs increase with the number of product ports and technical complexity.
3. KC RF Test Cost
RF testing is the most expensive part of KC certification for wireless products. Tests must be conducted by RRA-registered laboratories with generally tight scheduling.
·Bluetooth products: 8,000 to 15,000 RMB
·Dual-band Wi-Fi products: 12,000 to 20,000 RMB
·Multi-standard products integrating Bluetooth, Wi-Fi and cellular modules, or high-power RF devices: 25,000 to 40,000 RMB or higher
4. Cost Changes after Five Home Appliances Switched to Safety Confirmation (2026)
Since April 1, 2026, vacuum cleaners, washing machines, dryers, microwave ovens and bathroom electrical appliances adopt the safety confirmation scheme for new applications. Mandatory factory inspection and annual audits are cancelled, saving 5,000 to 10,000 RMB in inspection fees with no subsequent annual maintenance costs. Existing certificates issued before the policy change still follow the original annual audit rules.
Cybersecurity Test Cost
Networked smart products with internet access, remote control and data interaction functions are required to complete cybersecurity tests in 2026, costing 5,000 to 12,000 RMB. Devices with only local wireless communication (no internet access) are exempted.
Cost Savings via CB Report Conversion
CB certificates and reports covering Korean national differences can be converted to KC certification without full re-testing. The conversion fee for a single model with minor differences is 3,000 to 8,000 RMB (mainly for document review and supplementary tests). Costs rise if there are numerous difference items.
5. Other Factors Affecting Costs
·Laboratory Scheduling & Expedited Service: Fees for complex items such as RF and cybersecurity may rise during peak seasons. Expedited testing usually increases costs by 30% ~ 50%, subject to lab availability.
·Test Samples & Retests: 2 ~ 3 samples are required for standard tests. Most laboratories offer one free retest for initial failures; multiple retests or scheme revisions are charged separately at several hundred to several thousand RMB per item.
·Combined Testing for Series Models: Costs can be reduced by combining tests for series products with identical circuits and core components (only different appearance and model numbers). Combined testing is not allowed for products with major structural differences.
Hidden Additional Costs
Non-Korean manufacturers must sign contracts with local Korean authorized representatives, who charge annual service fees as a long-term fixed compliance expense.
Certificates under the safety confirmation scheme are valid for 5 years, and renewal procedures and tests generate additional fees upon expiration.
