After years of certification service, the most frequent question from clients is not "how to apply for CE", but "whether my product needs CE certification". CE compliance is not mandatory for all products, and exemptions are subject to strict rules. You need to classify products and match applicable directives first.
Nearly all electrical household appliances, IT equipment, lighting products and battery-powered consumer electronics exported to the EU are covered by the CE system. Applicable directives are determined by product functions:
·The EMC directive has no voltage threshold; even 5V DC products are required to complete EMC testing.
·The LVD directive applies to equipment with AC 50V ~ 1000V or DC 75V ~ 1500V.
·The RoHS directive regulates hazardous substances for all electronic and electrical products.
·The ErP directive targets energy-consuming products such as lighting, home appliances and power supplies.
Products equipped with Bluetooth, Wi-Fi, cellular, Zigbee, NFC or wireless charging transmitter functions must comply with RED, EMC, LVD and RoHS simultaneously. Only the transmitting terminal of wireless charging is subject to RED; pure receiving terminals are exempted.
Special note for microwave ovens (household appliances): Its EMC tests follow EN 55014-1 / EN 55014-2, rather than the industrial ISM standard EN 55011.
Routers with wireless functions must comply with RED, EMC, LVD and RoHS. For lighting products, EMC follows EN 55015 and EN 61547, while safety complies with EN 60598. Power adapters, chargers and UPS systems fall under the scope of LVD. Conventional low-voltage power banks are exempted from LVD, while their matching AC adapters require independent LVD certification.
2. Exempted Products & Special Rules
·Pure mechanical products: Goods without any electronic or electrical components follow the Machinery Directive (MD) and still need the CE mark, but are not subject to electronic and electrical directives.
·Low-voltage products: Products with DC below 75V or AC below 50V are only exempted from LVD. Any product with electronic circuits must complete mandatory EMC testing and affix the CE mark. No low-voltage electronic products are fully exempted from CE.
·Low-power wireless devices: Ultra-low power short-range radio devices can be exempted from partial RED radio frequency tests. However, EMC and RoHS are still mandatory, and the CE mark is required.
Marine equipment and aviation components follow dedicated industry regulations. Military and police equipment are excluded from civil CE directives.
3. Frequently Misclassified Products
·Smart home products: Products with Wi-Fi networking such as smart sockets need to comply with EMC, LVD, RoHS, RED and GPSR. Wired-only control panels only require EMC, LVD and RoHS.
·Multi-functional products: A device integrating wireless charging, Bluetooth speaker and LED night light must pass EMC, RED, LVD and RoHS tests.
·USB-powered small products: USB fans, humidifiers and night lights are exempted from LVD due to low voltage, but EMC testing is still compulsory. Many manufacturers mistakenly believe 5V low-voltage products require no CE compliance.
·Modified & refurbished products: Any replacement of key components, standard updates, changes of EU Authorized Representative or label revisions require updates to the DoC and TCF.
Special CE pathways apply for specific product categories: medical electrical equipment follows the MDR directive, explosive-proof products comply with ATEX, and personal protective equipment follows the PPE directive. These belong to the CE system but have totally different processes and control rules compared with ordinary electronic products.
4. How to Match Applicable Directives
Core logic: Product features determine directives; directives determine standards; standards determine test items.
·AC-powered home appliances without wireless functions: EMC + LVD + RoHS + ErP
·USB-powered desk lamps without wireless functions: The main unit is exempted from LVD and corresponding safety standards (EMC + RoHS required). If exported together with adapters, the adapters need independent LVD certification.
·Wi-Fi-enabled home appliances: EMC + LVD + RoHS + RED + GPSR
Missing any directive will lead to non-compliance during customs inspection; selecting unnecessary directives will cause extra costs. It is recommended to complete compliance pre-assessment at the product development stage.
Judgment guide: Check for electronic circuits (EMC required) → confirm working voltage (determine LVD applicability) → check for wireless functions (determine RED applicability) → classify product types (match corresponding safety standards).
