There are two main FCC equipment authorization paths for the US market: SDoC for products without wireless transmitters, and FCC ID for RF wireless devices. Mixing up the paths will cause extra costs, customs detention and e-commerce platform product removal.
FCC SDoC (Supplier's Declaration of Conformity) is a self-declaration compliance mode. It requires no official FCC review, no TCB participation and no FCC ID number. Products will not be listed in the FCC public database.
Core Judgment Rule: Does the product have any intentional RF transmitting function?
·With wireless modules (Bluetooth, Wi-Fi, Zigbee, 4G/5G, 2.4G remote control, NFC): Apply for FCC ID via TCB review.
·No wireless transmitters (power adapters, chargers, LED lights, PC peripherals, wired speakers, monitors, home appliances, power tools): Apply for FCC SDoC.
Typical Classification Pitfalls
·Wireless Charging Products: Wireless power transmission involves RF emission. Power banks with wireless charging function must apply for FCC ID, not SDoC.
·Smart Bulbs: Dimmable bulbs with wired control → SDoC; Bulbs with built-in Bluetooth Mesh/Wi-Fi → FCC ID.
·Microwave Ovens: Regulated under FCC Part 18 (ISM devices), independent of Part 15 SDoC and FCC ID.
2. Key FCC Policy Updates in 2026
·Laboratory Regulation Proposal (ET Docket 24-136): FCC proposed to ban non-MRA country laboratories from conducting tests for RF devices (FCC ID products). This rule does NOT apply to SDoC (non-wireless EMC tests). The proposal is still in the public comment phase with a 2-year transition period even if approved. Chinese ISO/IEC 17025 laboratories’ SDoC reports remain fully valid.
·Supply Chain Security Review: Mandatory equity disclosure for TCBs and FCC ID test laboratories (effective Dec 5, 2025). Pure EMC laboratories for SDoC are exempted.
·Covered List Expansion (Mar 2026): Consumer routers are added to the restricted list (routers are wireless devices under FCC ID, no direct impact on SDoC). It reflects FCC’s tightened supervision over communication equipment supply chains.
·E-Commerce Platform Rules: Amazon and Walmart have upgraded SDoC from optional to mandatory listing documents. Sellers must provide complete SDoC declaration and test reports within 48 hours upon random inspection, otherwise products will be removed from shelves.
