1. First, which line are you on
The trade still says KCC, but formally it sits under Korea's national KC mark as the radio-frequency certification run by the National Radio Research Agency (RRA); electrical safety is run by the Korean Agency for Technology and Standards (KATS), and the two systems run separately. Radio-frequency emission takes the RF line; mains-powered appliances, IT and lighting take the safety line; some products need both.
Inside the RF line there are two official channels and the names matter. CR is Conformity Registration, for Bluetooth and ordinary 2.4 GHz low-to-mid-risk wireless. CC is Conformity Certification, i.e. type approval, for cellular terminals, Wi-Fi routers and new-tech or new-band high-risk items. Both issue certificates, but the review depth and the clock differ. Set this correctly before you start or the schedule is meaningless.
1.1 The document-prep stretch
Overseas companies cannot file directly; they must appoint a Korean local agent. And be precise: the RRA legal holder must be a Korean legal entity, i.e. the importer — an overseas manufacturer cannot be the applicant. An ordinary commercial agent only delivers documents; the legal holder bears joint liability. The two are different. Hiring only a commercial agent that accepts no liability means the certificate simply will not be granted.
Circuit diagrams, block diagrams, BOM and antenna specification can mostly be in English — no full Korean translation needed. The label must print the KC mark and the R-C number, plus local after-sales information; translating the manual alone is not enough. Documents can come together in a week or two, but repeated corrections dragging three or four weeks are common, so do not run this in series with sample shipment.
1.2 The testing stretch
RF testing commonly runs two to four weeks. Whole-device EMC rides along with the RF registration per KN32 and KN35, another two to three weeks. Add SAR and you add one to two weeks. 5G channel-avoidance and 6 GHz new-band power-and-spurious details take longer still.
Module handling needs a closer look. If the module itself holds an independent RRA certificate, the whole device's main RF emission items can be exempt from retest, but three hard preconditions apply: antenna model, layout and matching circuit unchanged; an official derivative-permission document issued by the module maker; and the exemption confirmed through lab pre-review plus body filing — it is not automatic. A large share of projects stall on the missing permission document. Whole-device EMC still gets assessed on its own; do not assume a module certificate waives everything.
Lab scheduling is the easiest thing to miss. Korean local labs fill up in peak season, and 5G and 6G capacity is tight. Confirm the report will be accepted before shipping samples, or a rejected report means starting over.
1.3 The review and issuance stretch
The local agent submits the report for review. Under CR, RRA document review takes five to ten working days; under CC, three to five weeks, and CC has an official paid expedite that CR does not. A deficiency opens a correction cycle during which the clock stops; multiple correction rounds are the main cause of delay, not the testing itself.
After review comes issuance, and be clear: the certificate is issued by the regulator, the lab only produces the report. RF certification itself has no factory inspection — do not prepare for one as you would for safety certification.
2. How to estimate the total
Low-power Bluetooth and ordinary 2.4 GHz peripherals on CR, with the sample passing first time and no board respin, land at four to eight weeks — provided documents are ready and a slot is open. Cellular modules and multi-mode automotive on CC, with more testing and finer review, are more realistically eight to twelve weeks, longer for complex multi-band. Scheduling high-risk nodes on a low-power timeline will likely crash.
If the product also crosses the safety line, running the two lines together saves time; splitting them into series doubles it. On the safety side KATS has two tiers: DoC safety confirmation needs no factory audit, while CoC safety certification mandates an annual audit — do not treat factory audit as a uniform rule; mid-low-risk products on DoC avoid wasted spend.
3. Common delay points
Sample mismatched against the applied model, manual missing Korean, label missing the mark number, antenna changed without updating the file — these account for over half, and a self-check before shipment saves grief.
Budget retest scheduling realistically. The ideal is three to five days; in peak season a rebooking of one to two weeks is normal — do not treat the ideal as the rule.
4. Scheduling advice
Run the RF and EMC pre-test in-country first, fixing radiation and spurious over-limit early, then lift the formal pass rate on submission.

5. A reminder for schedulers
Work the cycle backwards: from the mass-production node, count back documents, scheduling, review, issuance and correction rounds, and leave a two-week buffer.
Treat correction as a probability, not an accident. Complete files and a consistent sample keep the correction rounds minimal.
The RF certificate is uniformly valid for five years; file for renewal before expiry. Firmware changes to transmit power, band or channel-avoidance count as changes and must be submitted for assessment — do not change them quietly. The safety-side CoC annual audit cannot be skipped either; letting it lapse also voids the certificate.
