2. Actual FCC Part 68 Test Items
Core purpose: ensure devices do not damage the telephone network.
·Electrical safety: hazardous voltage & leakage current
·Signal power limits (intentional & unintentional)
·Transmission characteristics: transverse balance, impedance matching
·Overvoltage & surge protection
3. HAC (Hearing Aid Compatibility) Scope
Mandated under FCC Part 68.213 only for consumer desktop and handheld telephones.Commercial PBX phones, industrial terminals, and gateways are generally exempt.HAC tests acoustic coupling and T-coil performance — unrelated to Bluetooth or WiFi.
4. Which Products Require FCC Part 68?
Judgment rule: Does the device connect directly to the PSTN?
·Required: landline phones, fax machines, wired modems, FXS/FXO equipment
·Not required: pure Bluetooth/WiFi/4G/5G devices without landline ports
Note: Many devices require both Part 68 and Part 15 (wired interface + wireless function).These are two separate test reports and systems.
5. Labeling Difference Between Part 68 and Part 15
·Part 15: issues FCC ID certificate
·Part 68: issues ACTA listing confirmation (no formal FCC certificate)Both are valid compliance proofs for the U.S. market.
