All road-legal vehicles sold in Chinese domestic market fall under GB44495 supervision covering ICE, BEV, PHEV and hydrogen-powered variants categorized as M-class passenger vehicle, N-class commercial cargo vehicle and ECU-equipped O-type trailer with clear exemption rules for fully mechanical non-electronic trailer.

1. M & N Class Vehicle Definition & Compliance Obligation

M-Class: Passenger Carrying Vehicles

·M1: ≤9-seat passenger vehicle including sedan, SUV, MPV and two-seat sports car (core mainstream domestic new-energy & fuel passenger car category fully covered by GB44495).

·M2: 9~22-seat light minibus, commute shuttle and modified RV chassis.

·M3: ≥22-seat large coach including city bus and long-distance touring bus with strict cybersecurity audit for passenger safety risk prevention.

N-Class: Cargo Transport Commercial Vehicles classified by gross curb weight

·N1: ≤3.5-ton light truck, pickup truck and cargo van including last-mile delivery small box truck.

·N2: 3.5~12-ton medium-duty vehicle such as municipal watering truck and fire truck chassis.

·N3: ≥12-ton heavy commercial vehicle including tractor head, concrete mixer and mining dump truck; despite rugged appearance most heavy trucks carry T-BOX and fleet remote management system triggering mandatory GB44495 compliance.

  2. O-Type Trailer Exemption Judgment Rule

Original GB44495 regulates O-type trailer with at least one installed ECU as applicable scope; No.1 Amendment only revised CSMS naming without removing trailer from standard coverage:

·Full mechanical trailer without ABS/EBS/TPMS and any onboard ECU: fully exempt from GB44495 certification requirement;

·Trailer equipped with EBS brake module or TPMS tire pressure monitoring ECU: mandatory GB44495 certification required regardless of passive driving mode behind tractor, as standalone trailer electronic communication risk cannot be fully covered by lead tractor’s whole-vehicle certification.

  3. Critical Effective Date Differentiation

·GB44495 statutory implementation date: Jan 1,2026 (official standard enforcement start date);

·Core mandatory announcement deadline: July 1,2026 (all newly-submitted vehicle models for MIIT announcement must attach valid GB44495 compliance test report);

·In-production existing stock vehicle transition grace period: until Jan1,2028 for gradual compliance upgrade.

  4. Imported Vehicle Compliance Regulation

All overseas complete-knockdown & parallel-import vehicles entering Chinese registration market must pass identical GB44495 testing requirement without UN R155 mutual recognition exemption clause. Overseas importers need to budget GB44495 certification cost in procurement stage avoiding customs clearance failure and unavailable vehicle registration due to missing compliance documents.
