Testing cycle is rarely the main bottleneck of RCM compliance; incomplete mismatched documentation is the top reason for EESS audit rejection & extended review lead time. General filing principle: Simplest document package for Level 1 low-voltage wireless goods; full supplementary safety files for Level 2/3 medium/high-risk products, Level 3 adds exclusive SAA CoC certificate.
1.1 Product Basic Information Files
·Product Specification: Full version mandatory for Level 2/3 including rated voltage, power, frequency, operating temperature & IP rating with actual test data support (marketing propaganda parameters invalid). Level 1 internal retention only without EESS submission.
·Nameplate Artwork: Mandatory for Level 2/3 with brand, model, electrical rating, RCM mark & Supplier Code. RCM mark minimum height 3mm equal-proportion triangle permanent printing only. Tiny goods allow package-only logo printing with either ABN in manual or Supplier Code on nameplate (two options pick one).
·Full English User Manual: Complete safety warning, operation limit & maintenance clauses, applicable for both Australia & New Zealand sales.
·CDF Construction Data Form (Top EESS Rejection Cause): Mandatory for Level 2/3, full spec & certification number of safety critical components (transformer, fuse, X/Y capacitor, power module, PCB material). Exempt for Level 1 low-voltage wireless goods.
·Clear Real Product Photos (Front/Back/Interface/Nameplate/Internal Structure): Rendered/retouched images rejected by EESS audit.
1.2 Lab Test Report Documents (Submit All Applicable Items)
·EMC Test Report: Latest AS/NZS CISPR 32:2023 for multimedia, old versions gradually rejected in 2026.
·Electrical Safety Test Report: New IT/AV hardware post Jan 5, 2026 must adopt AS/NZS 62368.1:2022; pre-2026 valid CoC holders retain AS/NZS 60950.1 until 5-year certificate expiry. Pure battery Level 1 goods no safety report submission requirement (internal design file reserve recommended).
·SAA Safety CoC Certificate (Level 3 Exclusive): Issued by NATA-accredited audit bodies with fixed 5-year validity; EESS registration maximum term cannot exceed remaining CoC validity. Clarification: No "RECS Certificate", RECS only refers to EESS database system.
·RF Wireless Test Report: Separate individual report for each wireless technology (Bluetooth / 2.4G/6GHz Wi-Fi / 5G / UWB / RFID) following dedicated standards; single AS/NZS 4268 submission causes missing test item rejection.
·IoT Cybersecurity Assessment Report (Independent 2026 Mandatory File): Only required for new network-connected IoT goods launched post Mar 4, 2026, fully offline devices & pre-March 2026 inventory exempt. Covers default password ban, encrypted firmware update & privacy statement rules, separate archive without EESS system upload access, only checked by customs & ACMA offline spot inspection.
1.3 Compliance Registration & Entity Documents
·DoC Declaration of Conformity: Signed exclusively by Australian ABN responsible supplier with complete model, standard list, ABN entity information & signature date; unsigned DoC rejected by EESS.
·EESS Registration Receipt: Generated post successful online filing, containing unique equipment registration ID for Level 2 & 3 products.
·Annual ABN Entity Fee Payment Voucher: AUD 231.91 yearly receipt archived for audit, only Australian responsible suppliers required (NZ IRD no equivalent yearly charge).
·Family Group Filing Application Form: Required for multi-SKU identical hardware derivative models to group under single primary registration without separate individual fees; missing form forces separate registration for every SKU with extra cost.
·Entity Transfer Filing Materials: For Australian ABN proxy/importer replacement (not required for initial certification), including transfer application & dual supplier authorization files.
·Hardware Delta Test Report: Mandatory after core component (power/RF/mainboard) replacement with updated EESS registration information; same-spec connector supplier switch & cosmetic modification only need family filing without delta testing.
1.4 Sample Preparation Requirement
Minimum 2–3 full functional prototypes for formal testing:
·EMC Test: 1 complete switchable full-function sample
·Safety Test: 1–2 samples; high-power energy storage & heating goods need spare prototype as abnormal overload test permanently damages equipment. Key test measuring points reserved on PCB for safety verification.
·RF Test: 1 sample with detachable antenna for instrument connection; solder-fixed antenna pre-notify labs for fixture adaptation.Automotive wide-temperature AEC-Q100 test is client-specified extra service outside standard RCM sample preparation scope.
1.5 Mandatory Long-term Archiving Requirement (5 Years Legal Retention)
Full compliance files retained from last production/import date for minimum 5 years (7-year archive statement online is false unregulated rumor). Archive package covers all raw test reports, signed DoC, CoC certificate, EESS receipt, yearly ABN fee vouchers, hardware delta reports, Complete Document Checklist for Australia & New Zealand RCM Certification (Continued)
construction data forms, family filing receipts, entity transfer documents, and customs shipping invoices. If selling goods in both Australia and New Zealand, store New Zealand IRD local proxy filing documents and annual agency service contracts in an independent file folder.
Archiving standard: Separate electronic and physical copies. Name files uniformly as Product Model_Document Type_Submission Date to avoid missing materials during ACMA random audits. Missing any document will be ruled non-compliant, leading to cargo detention and market removal.
2 Pre-Submission Document Cross-Check List by Risk Grade
Check Items for Level 1 Low-Voltage Wireless Devices
·Product specification stored internally (no EESS upload needed)
·RCM mark on artwork meets 3mm minimum height, equal-scale triangle without stretching
·Confirm solution for tiny-sized equipment: Print RCM on packaging, and record Australian ABN in the English user manual
·User manual contains complete English safety warning statements
·Product photos are real shots instead of edited renderings
·EMC test report cites the latest valid standard AS/NZS CISPR 32:2023
·RF test report covers all built-in wireless communication modules
·DoC signed and sealed by the Australian ABN responsible supplier
·Test laboratory holds CNAS + ILAC mutual recognition or NATA accreditation
Additional Check Items for Level 2 & Level 3 Medium/High-Risk Goods
All Level 1 checkpoints must pass, plus the below verification:
·Product specifications carry actual measured electrical parameters, not marketing exaggerated data
·Supplier Code is clearly printed on the product nameplate
·Full CDF form filled out completely; all safety-critical parts (fuses, X/Y capacitors, transformers, power modules) with complete model numbers and certification codes
·Safety test report uses the correct standard: newly designed IT/AV products adopt AS/NZS 62368.1:2022; legacy certified products retain AS/NZS 60950.1 before CoC expiration
·Level 3 exclusive: Complete SAA CoC safety certificate with a 5-year fixed validity term; EESS registration duration does not exceed the remaining validity of CoC
·EESS official registration receipt filed properly
·Annual ABN entity fee payment vouchers sorted by year
·Multi-SKU products: Family group application form prepared to avoid separate registration fees for each model
Universal Cross-Check Points for All Products
·Dual-market sales (AU + NZ): Independent NZ IRD local responsible entity filing documents ready; English manuals satisfy New Zealand regulatory requirements
·Connected IoT smart products launched after March 4, 2026: Independent cybersecurity evaluation report available; offline devices and pre-March 2026 stock enjoy exemption
·Full compliance documents follow the 5-year legal retention rule
·If equipped with Australian plugs: Verify compliance with AS/NZS 3112 Type I three-flat pin standard; matched adapters hold separate EESS registration certificates
