Looking back at the projects I've handled, the real challenge with KC certification isn't the standard numbers – it's not understanding upfront that Korea has two independent certification frameworks. RRA handles wireless RF compliance – KATS handles electrical safety and cybersecurity. Test standards, submission systems, and certificate numbers are all separate. However: "completely non‑overlapping" isn't quite accurate – EMC testing is involved on both sides – RF and mains‑powered safety each require EMC assessment. The industry's old "KCC certification" term has been merged into the KC system – it's helpful to distinguish "KC RF certification" (RRA‑managed) from "KC safety certification" (KATS‑managed).
Korea's wireless RF standards use the KS numbering system – published by KATS – referenced and enforced by RRA.
1.1 Wi‑Fi and short‑range communication standards
·KS X 3123: Wi‑Fi – applies to 2.4 and 5 GHz WLAN terminals. 2.4 GHz legal range: 2412–2472 MHz. 5 GHz is not a single continuous 5150–5850 MHz band – it's divided into multiple U‑NII sub‑bands – each with different DFS requirements and indoor/outdoor usage restrictions – do not treat it as a continuous range.
·KS X 3124: Bluetooth and low‑power short‑range. Bluetooth Class 1 ≤20 dBm – Class 2 ≤4 dBm. RFID and ZigBee also follow this line.
1.2 Cellular communication and SAR standards
·KS X 3127: cellular communication – applies to both 4G LTE and 5G NR terminals. 5G n78 is tested within this framework. Korea's commercial bands also include n5, n28, and other sub‑bands – multi‑mode devices testing only n78 and missing low bands – RRA returns as incomplete.
·SAR: current standard is KS C 3350 – not the old KS X 3129. Head SAR limit: 1.6 W/kg – body: 2.0 W/kg. Body‑worn Bluetooth headsets and smartwatches generally require SAR assessment – low power does not automatically mean exemption – RRA decides case by case. Fixed‑mount, non‑body‑worn devices with low power may apply for exemption – blanket "all exempt" or "none exempt" are both wrong.
1.3 6 GHz Wi‑Fi and EMC standards
·6 GHz Wi‑Fi 6E: KS X 3130. Korea's 6 GHz channel allocation and limits differ significantly from the US and EU – FCC or CE RED report data cannot be directly used for KC in most cases. However: if the test lab meets RRA qualifications and methods align with KS X 3130, some raw RF data may be used as reference – it's not 100% invalid.
·EMC standards: note the prefix – KS C CISPR 32 (emissions) – KS C CISPR 35 (immunity) – KS IEC 61000-4-2 (ESD). Radiated emission limits are specified separately by Class A/Class B and frequency bands – there is no single universal numerical value.
2. KATS Safety Certification System (K60065 and 62368-1)
KATS manages KC safety certification – independent from RRA RF certification.
K60065 – official full name KC 60065 (KS C IEC 60065) – the Korean version of IEC 60065 – covering audio‑video and similar electronic equipment safety. TVs, speakers, amplifiers – electrical safety was all governed by this.
This has been replaced. KATS has transitioned IT and communication equipment safety to KS IEC 62368-1 – both K60065 and KS IEC 60950-1 have been retired. New models after the transition cut‑off can only be submitted under 62368-1.
Renewal rules for existing K60065 certificates: not all existing certificates are forced into full retesting immediately after the transition period ends. Already‑issued products with no design changes remain valid for the certificate's remaining term. Only two scenarios force an upgrade to 62368-1:
·Certificate renewal upon expiry.
·Electrical‑safety‑related product changes.
Some certification bodies allow difference assessment rather than full retesting – saying "all must re‑test from scratch" is overstating it.
2.1 K60065 core test items
2.1.1 Marking and insulation tests
·Marking and instructions: nameplate rated voltage, frequency, power consumption, manufacturer, model – all must be complete. KC safety certification labels and safety warnings are mandatory in Korean – full manuals can be bilingual (Korean + English) – it's not that English is completely prohibited.
·Insulation withstand: the following values are reference for typical 220V‑powered AV equipment – actual parameters vary by rated voltage and insulation type – do not apply universally. Primary to ground: 1500V AC for 1 minute – no breakdown. Primary to secondary: 3000V AC. After humidity treatment: 500V DC insulation resistance ≥ 4 MΩ.
·Leakage current: normal operation + single‑fault – accessible parts to ground ≤0.7 mA peak – portable devices ≤0.25 mA. Humidity and power‑supply filtering significantly affect results.
2.1.2 Temperature rise and mechanical tests
·Temperature rise: full‑load operation until thermal stability – judged against standard limit tables. Wooden enclosure: ≤30K – metal enclosure: ≤40K – human‑hand continuous‑contact metal parts: ≤30K.
·Mechanical safety: 0.5J impact hammer – striking enclosure weak points – must not expose hazardous live parts.
·Abnormal operation: simulate transformer short circuits, output short circuits, component opens – verify no fire, no molten metal droplets.
·Component assessment: fuses, X/Y capacitors, isolation transformers, optocouplers, relays – must hold IEC safety certification – components without certificates cannot be used in primary circuits.
2.2 62368-1 transition and system alignment
KS IEC 62368-1 adopts the HBSE (Hazard‑Based Safety Engineering) assessment methodology – fundamentally different from K60065's hazard‑type‑based inspection approach. First, identify hazards the product may generate during use – mechanical, electric shock, thermal burn, radiation, chemical – assess whether protective measures are adequate for each category.
Practical approach: first confirm the current standard version and transition cut‑off dates published by RRA or KATS through your Korean local agent – then have a Korean‑accredited lab confirm that the test plan aligns with the declared standard version. If domestic pre‑test standards differ from the current Korean formal test standard, pre‑test data cannot be directly migrated to formal certification conclusions.

KN 18031 – KATS‑published IoT cybersecurity standard – part of the safety system. Only network‑connected devices are mandatory – pure Bluetooth offline products (Bluetooth headsets, keyboards, mice) are generally exempt – not all wireless products require cybersecurity assessment.
Wireless charging devices:
·Mains‑powered charging pads: fall under KATS safety side.
·Pure battery‑powered portable wireless chargers without mains input: depends on whether the product is on the KC mandatory catalogue.
·With NFC wireless communication: still requires RRA RF KC.
RRA RF KC and KATS safety KC each require a separate Korean local representative – some agents offer one‑stop handling – but the official application channels are independent.
Module KC RF certificate ≠ whole‑product RF exemption. Module reports can only be reused if the RF circuit, antenna, and shielding are completely unchanged – whole‑product EMC and safety are still independently assessed.
