MIC Certification Document Checklist: Japanese Files and Test Reports

The term “MIC certification” is itself a misnomer. MIC (Ministry of Internal Affairs and Communications) is the regulator. The official name for Japan’s wireless compliance approval is Giteki (技適認証). “TELEC” is just one RCB (Registered Certification Body) – not the certification system itself.

Japan’s Radio Law divides wireless equipment into two categories: Specified Radio Equipment and Special Specified Radio Equipment. There is no “construction component” category. Bluetooth/Wi‑Fi are Specified – follow the document list below.

1. Pre‑Application Documents and Authorisations

1.1 Japanese‑Language Application Form

Use the RCB’s standard template – fill in Japanese. Include product name, model, frequency, antenna gain, modulation type – must match the spec sheet exactly. A missing hyphen in the model number can cause rejection.

1.2 Authorisation Letter for the Local Agent (届出代理人)

Foreign manufacturers must appoint a Japanese local agent with a formal signed agreement. Critical: The authorisation must be an original Japanese‑language document – English agreements will be rejected. The agent must be a legally registered Japanese entity – a mere Japanese address without registered corporate status is not accepted. The authorisation scope must cover technical submission, certificate changes, and market surveillance cooperation.

1.3 Lab Accreditation Requirements

For an overseas lab’s report to be accepted: ISO 17025 alone is not enough – the lab must have signed the Japan‑EU MRA and the scope must cover MIC Notice No.88 appendices. Ordinary CNAS‑accredited labs without MRA will be rejected.

  2. Technical Specification Documents

2.1 Japanese Technical Specification Sheet

Include: dimension drawings with antenna and interface positions; block diagram showing RF path and antenna feed; frequency table listing all bands and modulations; antenna type, gain, impedance; supply voltage and power consumption.
Do not use machine translation – RCB reviewers require standard Japanese RF terminology; inaccurate translations cause rejection.

2.2 RF Component List

Only components on the RF chain – crystals, PAs, filters, etc. Power supply and MCU items unrelated to RF need not be submitted. Any mismatch between the spec sheet and component list will be returned.

2.3 Antenna Specification

Each antenna type needs its own original datasheet – Japanese translation is not mandatory. For external/replaceable antennas, specify the connector type and allowed replacement gain range. For fixed internal antennas, one datasheet is sufficient.

  3. Test Reports

3.1 Appendix Number Must Be Correct

Tests follow MIC Notice No.88 appendices:

·2.4 GHz → Appendix 43 (references ARIB STD‑T66)

·5 GHz W52/W53 → Appendix 45 (DFS radar detection mandatory)

Channel 14 (2471–2497 MHz) is for legacy non‑hopping 802.11b – Bluetooth does not use it – no need for Annex 44. Don’t pay extra for irrelevant tests.

3.2 Can FCC Data Be Reused?

Only partially. Basic spurious and frequency error can serve as reference, but Japan‑specific bands, DFS radar criteria, and local power limits must be retested in Japan. FCC data cannot be directly used for final certification.

3.3 Antenna Gain Exceeds Limit

Antenna gain and EIRP are hardware parameters. Software power reduction is not accepted under MIC rules – if gain exceeds limits, you must replace with a lower‑gain antenna and retest.

  4. Certification Path – Don’t Reverse It

·Specified Radio Equipment (Bluetooth/Wi‑Fi) – must go through RCB certification; self‑declaration is not allowed.

·Special Specified Radio Equipmentself‑declaration is allowed (counter‑intuitive, but correct). Choosing the wrong path will block customs clearance.
For self‑declaration, no RCB submission is required, but you must keep test reports, specs, and internal quality records available for market surveillance.

  5. Labelling and Certificate Maintenance

5.1 Giteki Mark

The unified mark is the Giteki circular T‑mark – no different marks for different device types. The prefix is the RCB organisation code – not a uniform “R”. The label must be durable, indelible, and affixed to the product body.
Electronic labels are allowed but must be directly accessible on the home screen or first‑level settings menu – not buried under multiple menus.

5.2 Certificate Validity and Changes

The certificate has no fixed expiry – as long as the product and standards remain unchanged, it stays valid.
Changes to RF power, bands, antenna, or crystal require change assessment. UI‑only firmware updates (no RF changes) do not require resubmission.
No single “April 2026” transition deadline for all MIC appendices – transition dates vary by band. Always confirm the effective version before submission.

5.3 Product Photos

Six‑side photos (front, back, left, right, top, bottom) with label position clearly visible, plus connector and antenna location close‑ups. Photos must match the label artwork – any inconsistency will be rejected.
