EU CE compliance requirements are continuously tightened in 2026. Outdated experience will lead to customs detention and economic losses. The following mandatory changes affect customs clearance and market inspection directly.
GPSR (General Product Safety Regulation, EU 2023/988) officially took effect on December 13, 2024, and entered the full law enforcement stage in 2026, replacing the old GPSD 2001/95/EC. Key impacts on electronic products:
·Digital traceability: Technical files must be fully consistent with mass-produced products. All revisions affecting compliance (key component replacement, circuit/structure modification) must be recorded and updated timely. Minor changes such as identical component replacement and silk screen adjustment do not require file updates.
·Supply chain transparency: TCF must record changes of component suppliers, production factories and manufacturing processes. A typical case: an electric tool manufacturer was stuck for 3 months due to failure to update UN38.3 reports after changing battery suppliers.
·Label requirements: For consumer products and RED wireless devices, product labels must mark EC REP information, manufacturer details and production batch/serial number. For regular wired electronic products, EC REP information can be stated in manuals or DoC instead of product labels.
2. Stricter Enforcement of RED Network Security Rules
Article 3(3) of RED sets requirements for network protection, personal data protection and anti-fraud for connected wireless devices. Consumer Bluetooth and Wi-Fi products must comply with EN 303 645, which became mandatory in August 2024. Inspection scope and intensity are greatly expanded in 2026. Products failing network security assessment will be judged non-compliant even if hardware tests pass (especially for smart home and wearable devices).
EN 18031 (supporting standard for NIS2 cybersecurity directive) is mainly for government and infrastructure equipment and not mandatory for regular consumer electronics.
Updated Rules for Technical File Management
TCF must be updated synchronously with product revisions under GPSR. EU authorities can impose fines up to 4% of global annual turnover and order product recall for inconsistent files and products. TCF retention period (10 years after the last product launch) remains unchanged, while consistency requirements are much stricter.
3. Divergent Law Enforcement Among EU Member States
Different countries have different inspection focuses:
·Germany: Prioritizes user manuals for smart home products, checking German versions and complete safety instructions.
·France: Focuses on the authenticity of energy efficiency labels and standard format compliance.
The EU Customs Single Window is under pilot operation among member states in 2026 and will be fully launched for electronic products in July 2028. Compliance data will be shared across the EU; non-compliance records in one country will be accessible to other member states.
4. Tighter Audit on E-Commerce Platforms
Amazon Europe strengthens audits on EC REP qualifications, label photos and TCF consistency per GPSR in 2026. Incomplete documents will lead to direct product removal. E-commerce platforms are now held accountable for verifying sellers’ full compliance.
5. Standard Updates
·EN 62368-1:2023 has fully replaced old safety standards. Reports based on outdated versions are no longer accepted.
·Revision of EN 60598 (lighting) and EN 55032/EN 55035 (EMC) is ongoing.
It is recommended to plan CE compliance 3 to 6 months in advance to adapt to new rules.
