CE is a combination of multiple directives, so the total cost varies greatly from thousands to tens of thousands of Euros, determined by applicable directives, test items and NB involvement.

1. Overall Cost Classification

·Simplest scenario (Only EMC): Low-voltage products without AC power and wireless functions. Domestic accredited labs charge USD 280 ~ 700 for full EMC (emission + immunity) testing.

·Regular scenario (EMC + LVD): AC-powered products with both EMC and LVD tests. Total test cost ranges from USD 700 ~ 1400. Adding TCF compilation and DoC service fees, the full package is around USD 1400.

·Complex scenario (RED for wireless products): RED integrates RF, EMC and safety tests, so separate EMC/LVD testing is not required. Standard Bluetooth/Wi-Fi products cost USD 1100 ~ 2100 for full RED testing. Products with multiple wireless modules or cellular functions cost more.

RoHS 2.0 Test: Mandatory for all electronic products. The cost of integrated RoHS reports ranges from USD 210 ~ 560, depending on product materials and component quantity.

  2. LVD Test Cost

LVD test fees vary by product type and applicable standards:

·Power adapters/chargers (per relevant standard): USD 420 ~ 840. Main test items: creepage distance, clearances, continuity of protective earthing, insulation resistance, voltage resistance, temperature rise and overload protection. Note: Low-voltage terminals powered by external adapters are exempted from standalone LVD testing.

·IT equipment (EN 62368-1): USD 560 ~ 1120.

·Lamps (EN 60598): USD 420 ~ 980 (differences for fixed, portable and recessed lamps).

  3. EMC Test Cost

CE EMC requires both emission and immunity tests (more items than FCC). Full EMC testing for regular consumer electronics costs USD 420 ~ 840. More ports mean more test items and higher fees.

  4. RED Test Cost

RF performance is the core of RED testing, including transmit power, frequency error, occupied bandwidth, spurious emission and adjacent channel power.

·Standard Bluetooth products: USD 700 ~ 1120

·Dual-band Wi-Fi products: USD 1120 ~ 2100

·Network security test (EN 303 645): Mandatory for connected wireless devices, costing an extra USD 420 ~ 1120. Non-connected wireless products are exempted.

  5. NB (Notified Body) Fee

Most regular electronic products adopt self-declaration mode with no NB required. Only high-power professional RF equipment and broadcast devices need NB type examination.

·Initial NB certification fee: USD 700 ~ 2800

·Annual surveillance audit and revision review incur additional charges.

Medical devices follow MDR and explosive-proof products follow ATEX, which are independent systems separate from regular CE directives.
