Old engineers use "KCC" as the former name of Korea's Communications Commission. After several reorganisations, the authority now overseeing wireless and spectrum is MSIT, while sample intake, certification issuance and factory audits all sit with the RRA — the National Radio Research Institute. The industry habit of saying KCC remains, but officially it falls under the KC marking system and describes essentially the same wireless RF compliance as KC certification; only the name differs. Do not let the terminology tangle you — focus on RRA as the operating authority. A single KC mark is easy to misread, because two separate systems sit beneath it.
2. Korea's Two Access Tracks Must Be Separated
Korea splits safety and electromagnetic compatibility into two independent systems, run by different bodies under different laws.
Safety and Wireless Are Two Systems
(1) KATS handles safety. Under the Electrical Appliances Safety Control Act, it checks only electrical safety, covering mains equipment from 50V to 1000V AC. Vehicle 12V and 24V DC whole units are outside its mandatory catalogue — it simply does not touch them.
(2) RRA handles wireless and EMC. Any product that actively emits radio frequency falls under the Radio Waves Act; EMC also belongs to RRA, not the KATS safety line. Newcomers often trip here: preparing EMC paperwork with a safety mindset points you the wrong way.
(3) Whether RF certification is needed depends only on whether the device actively emits radio frequency — the power source does not count. Battery-powered Bluetooth earbuds and wireless modules still require KC RF certification.

3. What EMC Testing Actually Covers
Korea's EMC uses the KN series, aligned to CISPR and IEC but with local adjustments. The report must show the KN number and version; writing only the CISPR international number gets rejected by RRA. Conducted emission measures the power port from 150 kHz to 30 MHz via a LISN, with limits per KN 32. Radiated emission runs 30 MHz to 6 GHz, but RRA pushes wireless devices up to 18 GHz, and the chamber noise floor is held stricter than in many countries — reports above the noise floor are rejected outright. ESD electrostatic discharge follows KN 61000-4-2 for ordinary IT equipment; automotive products do not use that — they follow ISO 10605 with a 15 kV contact-discharge floor. Radiated RF immunity (RS) follows KN 61000-4-3; radar-pulse immunity is a whole-vehicle WVTA item and does not belong in the RRA list.
4. How Wireless RRA Is Graded
It splits into three tiers by risk:
·High risk goes through conformity certification — radar, PBX and IPTV set-top boxes sit in Appendix 1.
·Most short-range Bluetooth and Wi-Fi products go through conformity registration.
·Products with no corresponding standard yet go through temporary certification.
Registration is the majority path, contingent on a report from a KOLAS-recognised lab; RRA will not accept a manufacturer's self-test report. Pick the wrong path and the submission comes straight back.
5. Can International Reports Be Reused?
FCC and CE EMC reports are accepted by RRA under the MRA framework, but a KOLAS lab must perform a differential assessment — handing over one report does not auto-issue a certificate. A CB report carrying Korean deviations accelerates the safety side, but the wireless portion is not covered by CB and still needs a separate RRA. A lab without the KOLAS seal invalidates the report. Check the seal first; that beats rework after sample submission.
6. Label and Numbering Details
Safety and wireless both print the same KC mark, but the numbering is two systems: the RRA RF number starts with R, while the safety number is separate. Products doing both must show both numbers on the label; printing only one gets rejected. After the 2017 numbering reform, the old MSIP prefix is no longer issued and new applications are unified under the R prefix. 7. Linking to Whole-Vehicle Export
A vehicle T-Box or connected head unit entering Korea needs both safety and RRA. Coordinating East-Asian certification timelines is a real, schedule-saving move.
