1. What is CTA

The State implements a network access licensing system for telecommunications terminal equipment, radio communication equipment, and telecommunications equipment involving interconnection with public telecommunications networks. Such equipment must obtain a network access licence; equipment without such a licence shall not be connected to public telecommunications networks for use nor sold domestically.

2. Telecommunications Equipment Network Access Certification Certificate

Network Access Licence: The State implements a network access licensing system for telecommunications terminal equipment, radio communication equipment, and telecommunications equipment involving interconnection with public telecommunications networks. Telecommunications equipment subject to this licensing system must obtain a Network Access Licence issued by the Ministry of Information Industry. Equipment without such a licence shall not be connected to public telecommunications networks for use nor sold domestically. The Network Access Licence certificate includes the certificate number, applicant organisation, manufacturer, equipment name, equipment model, place of manufacture, remarks, certificate issue date, and certificate expiry date. The Network Access Licence is generally valid for three years.

CTA certification requires submission of the following test reports:

I. Radio Regulatory Commission Approval Certificate (Model Approval Certification Test Report):

Testing Purpose: To obtain the Radio Transmitter Equipment Model Certification Certificate (Radio Regulatory Commission Approval Certificate) upon passing tests conducted by the Radio Testing Centre.

Testing Duration: 3 weeks

Radio Regulatory Commission Approval Certificate Test Items:

(1) RMS phase error;

(2) Frequency tolerance;

(3) Power control;

(4) RF output modulation spectrum;

(5) Conducted spurious emissions;

(6) Peak phase error;

(7) Maximum average power;

(8) Burst duration-power relationship;

(9) RF output switching spectrum;

(10) Static reference sensitivity;

(11) Radiated spurious emissions;

II. Mobile Telecommunications Network (MTNET) Test Report:

Testing Purpose: To evaluate mobile phone compatibility and communication performance with base stations from various manufacturers.

Testing Period: 15 working days

Testing Content:

⑴ Position update testing;

⑵ Telecommunications service testing;

⑶ Compatibility (handover) testing with base stations from different manufacturers;

⑷ Compatibility with different mobile network operators;

⑸ Communication performance testing in urban, suburban and rural areas;

⑹ Communication performance testing in areas with and without dual-band coverage;

⑺ Communication performance testing under stationary, low-speed and high-speed mobile conditions;

⑻ Communication performance testing during extended calls whilst mobile;

⑼ GPRS service testing (MTNET).

EMC Test Report:

Purpose: To verify the electromagnetic compatibility of the sample against national and industry standards, issuing a test report.

Testing Period: 8 working days (7 working days for modified models).

Test Items: EMC (disturbance testing, immunity testing) and SAR.

Test Basis: EMC: Per YD/T1032; SAR: Electromagnetic Radiation Measurement Method for Wireless Communication Terminals.

Testing Content:

⑴ Radio Frequency Spurious Emissions;

⑵ Conducted Continuous Emissions;

⑶ Radiated Emissions Immunity;

⑷ AC-Rated Radio Frequency Field Induced Conducted Emissions Immunity;

⑸ Surge Immunity;

⑹ Radiated Continuous Emissions;

⑺ Electrostatic discharge immunity;

⑻ Electrical fast transient bursts;

⑼ DC conducted immunity to RF field induction;

⑽ Voltage dips and short interruptions immunity;

⑾ Safety testing.

Test Samples: 6 sets (intact packaging, identical to commercially available products)

Performance Test Report:

Test Purpose: To verify whether the sampled products' RF and audio performance complies with national or industry standards, and to issue a test report.

Test Duration: 8 working days (7 working days for modified models).

Test items: GSM900 and DCS1800 band GSM RF performance, environmental adaptation testing, endurance testing, battery performance, charger safety, GPRS RF performance;

Testing basis: Environmental and RF performance: YD/T1215-2002; Battery: GB/T18287-2000; Charger: YD/T965-1998

Testing Content:

⑴ Packaging, appearance, and assembly;

⑵ 900MHz band RF performance;

⑶ Environmental adaptability testing;

⑷ Battery performance;

⑸ GPRS service and functional testing;

⑹ 1800MHz band GPRS RF performance;

⑺ Service and functional testing;

⑻ RF performance in the 1800MHz band; ⑼ Durability testing;

⑽ Charger safety;

⑾ GPRS RF performance in the 900MHz band;

⑿ Audio performance testing

Test Samples: 6 sets (intact packaging, identical to commercially available products)

Documentation and Application Procedure for Network Access Licence:

Network Access Licence Application

Authority: Telecommunications Administration Bureau, Ministry of Information Industry (Acceptance Centre).

Processing Period: 15 working days

Required Documentation:

① EMC test report;

② Radio Regulatory Commission test report;

③ Performance test report;

④ Live network (MTNET) test report;

⑤ GCF Declaration (FTA test report)

Application Procedure:

(1) To apply for approval of radio transmitting equipment, the following materials must be submitted:

1. Application Form for Approval of Radio Transmitting Equipment Model;

2. Copy of the applicant's ‘Business Licence for Legal Person Enterprises’, along with a description of the applicant's production capacity, technical capabilities, and quality assurance system;

3. Technical specification or manual for the equipment model, circuit block diagram or schematic diagram, and user manual;

4. A set of colour photographs clearly displaying the applicant's identification, equipment model, serial number plate, and structural dimensions;

5. For foreign applicants, a copy of documentation certifying overseas approval status;

6. Where an agent acts on behalf of the applicant, a ‘Letter of Authorisation for Radio Transmitter Equipment Model Approval’ and a copy of the agent's ‘Business Licence for Legal Entities’;

7. A Model Approval Test Report for the equipment, issued within the past six months by a testing organisation accredited by the Radio Regulatory Authority;

8. The representative of the applicant or authorised agent must present a copy of their company employee identification issued by the applicant or authorised agent, along with a copy of their valid personal identification document.

(2) Domestic applicants or their authorised representatives shall submit applications to the provincial, autonomous regional, or municipal radio regulatory authority. Such authorities shall complete preliminary review within 20 working days of acceptance. Rejected applications shall be returned to the applicant. Approved applications shall be forwarded to the Radio Administration Bureau of the Ministry of Information Industry.

VII. Acceptance, Review and Decision Procedures:

(1) The Radio Administration Bureau of the Ministry of Information Industry shall review the received application materials. Should the application materials be incomplete or fail to comply with the statutory form, the applicant shall be notified in writing of the required supplementary materials either immediately or within five working days. Where the application materials are complete and comply with the statutory form, or where the applicant submits all required supplementary materials as requested, the application shall be accepted and the applicant notified in writing. Where the application is not accepted, the applicant shall be notified in writing.

(2) The Radio Administration Bureau of the Ministry of Information Industry shall make a decision to approve or reject the type approval application within 20 working days from the date of acceptance. For approved applications, a Radio Transmitter Equipment Type Approval Certificate shall be issued; for rejected applications, the applicant shall be notified in writing with reasons provided.
