IC Certification Document Checklist: ISED Required Files and Labelling

Canada’s ISED document system looks similar to FCC, but has several distinct traps – missing documents are a common cause of rejection. Here’s what you need to know.

Key premise: Getting an IC ID is not the end. ISED enforces ongoing compliance – labelling, electronic label placement, and document retention are long‑term obligations tied to the IC ID.

1. Core Application Documents

1.1 IC ID Online Application

Submitted via ISED’s Spectrum Management System (SMS). Fields: HVIN (Hardware Version Identification Number), emission type, frequency range, power, antenna gain. HVIN must exactly match the product nameplate and spec sheet – one character off and it’s rejected.

1.2 Canadian Representative Authorisation

Foreign manufacturers must appoint a local Canadian representative with a signed agreement. The representative must have a physical operating address in Canada – no shell entities. The authorisation must list the HVIN, product bands, and market surveillance cooperation scope – copying an FCC US agent agreement with missing clauses will be rejected.

1.3 Lab Accreditation

Test reports must come from a lab with ILAC‑MRA mutual‑recognition accreditation, with scope covering the relevant RSS standards.
Common mistake: CNAS alone (without MRA) is not accepted by ISED.
EMC test standard: the current accepted version is ANSI C63.10‑2021not the previously rumoured 2020 version. Submitting 2020 or earlier will be rejected.

  2. Technical Documents

2.1 Schematics and RF Block Diagram

Clearly mark the RF chain and antenna feed path. Power supply sections need not be expanded, but RF traces, matching networks, and antenna ports must be clearly visible – blurred diagrams will be returned for clarification.

2.2 Antenna Specification

Each antenna type needs its own datasheet – type, gain (dBi), impedance. For detachable external antennas – include connector description and allowed replacement gain limit. Fixed internal antennas don’t need this declaration – don’t over‑submit.

2.3 External and Internal Photos

Six‑side external photos plus PCB disassembly photos – mark antenna locations and RF shields. Blurry photos are a common reason for rejection.

  3. Test Reports

3.1 RSS Standard Reports

RSS‑Gen is the mandatory general standard for all wireless devices. It can be combined with RSS‑247, RSS‑210, etc., in one single report – no need for separate documents.

3.2 SAR and MPE Assessment

If power exceeds exemption thresholds, follow RSS‑102 for SAR or MPE. ISED limits differ from FCC – you cannot directly use FCC SAR reports.
Requirement not in FCC: wearables must undergo multi‑posture MPE evaluation – simply passing numerical limits without multi‑scenario data is insufficient.

3.3 ICES‑003 EMC

ICES‑003 Edition 7 adds Canada‑specific limits for wireless charging and high‑frequency spurious – not identical to FCC Part 15‑B. Basic conducted/radiated data from FCC can be referenced, but high‑frequency additions must be supplemented. Do not assume FCC EMC data is fully transferable.

  4. Labelling Requirements

4.1 Physical Label

Format: IC XXXXX‑YYYYY – with a space (colon is optional but most ISED records use a space). The label must be on the product body, indelible, and legible.
For extremely small wearable/button devices, a label exemption may be requested – but even if granted, you must still have an electronic label on the device and the IC ID printed on the outer packaging.

4.2 Electronic Label

Permitted under RSS‑Gen – the user must be able to view it directly in the menu or settings. It cannot be hidden in engineering mode, encrypted, or require a password to access. The user manual must specify the electronic label navigation path.

4.3 French‑Language Marking

ICES‑003 compliance statements, RF safety warnings, and hazard notices must be fully bilingual (English and French) – not just selected phrases. General operating instructions do not require French, but safety/compliance text must be complete.

  5. Market Surveillance and Change Management

5.1 Document Retention

Canadian importers and local representatives must retain documents permanently – for foreign manufacturers, minimum 10 years, but retention extends automatically if the product is still on the market. ISED may require full documentation within 30 days during market surveillance.

5.2 Change Classification

ISED changes have four tiers:

·C1PC – cosmetic (appearance, silkscreen, packaging) – no difference testing.

·C2PC / C3PC – require difference test reports and change descriptions.

·C4PC – requires a new IC ID (not just change filing).

New IC ID is required not only for RF chip/antenna changes – but also for broad HVIN modifications, power/RF board redesigns, or increased detachable‑antenna gain limits. Pure UI/software changes with no RF hardware changes only need simple filing – no new ID.
