The IC ID certificate itself has no fixed expiry date. Hardware unchanged, standards not updated, local agent active — it stays valid indefinitely. ISED operates a continuous compliance system, not a renewal-on-expiry model. But the maintenance threshold is higher than most people think. Several rule changes hit in 2026 that you need to know about.
The core determinant is HVIN — Hardware Version Identifier. As long as HVIN hasn't changed, RF performance is unmodified, and RSS standards haven't been superseded by new versions, the certificate remains valid long-term. There's no "renew every two years" rule.
C1PC Level 1 Changes
Changing the enclosure color, modifying silkscreen, or swapping same-specification components — these are C1PC Level 1 changes. Just update your internal technical file. No need to notify ISED, no retesting, no reapplication. Any change unrelated to RF parameters falls in this category.
2. HVIN Updates vs. C2PC and C3PC
This is where most people get confused.
If firmware changes transmission power, operating frequency band, or modulation scheme, that's a C3PC change filing — not a full recertification. Document DC-01 spells this out clearly. Don't inflate your compliance costs unnecessarily.
HVIN updates don't void the certificate either. C2PC and C3PC changes can retain the original IC ID — just update the HVIN to complete the filing. Only when the entire hardware architecture undergoes a major revision (RF chip swap, antenna redesign, major RF circuit changes) does ISED assign a brand-new ID.
3. When You Need a Brand-New IC ID
RF chip replaced, antenna design changed, or RF-PCB layout significantly reworked — wireless performance changes accordingly. That's when a fresh application is required. The HVIN changing is a result, not the cause.
4. Can FCC Reports Cover ICES-003?
Yes, but with two conditions.
The lab must hold ILAC-MRA accreditation, and testing must follow ANSI C63.10 2020 version. FCC Part 15-B report data is accepted by ISED. You don't need to send equipment to a Canadian lab for retesting. Starting September 12, 2025, ISED only accepts 2020 version reports — the 2019 version has expired.
RSS RF Still Needs Separate Testing
The RF portion under RSS standards can't be borrowed from FCC reports. Canada has its own unique frequency band requirements, and DFS limits differ. Differential items must be supplemented with testing. EMC mutual recognition doesn't mean RF mutual recognition — two different things.
5. Is There a 15-Day Deadline for Changing Local Agents?
The 15-day agent change deadline many cite originates from Canadian corporate law requirements for business entity changes — not from ISED's wireless device registration rules.
ISED has no 15-day mandatory deadline for changing local agents. Just update the agent authorization documents in the system promptly. Only if the agent goes missing or refuses regulatory responsibilities will ISED freeze the IC ID. Normal procedural changes won't suspend your certificate.
6. ICES-GEN Issue2 and 5600-5650MHz Retesting
ICES-GEN Issue2 became mandatory for new certification submissions starting February 23, 2025. Products with existing IC IDs that are already on the market can continue using old version labels.
Changes Trigger Mandatory Upgrades
If a C2PC or C3PC change occurs later, the product must upgrade to Issue2 version. Existing products are fine — but touch the filing and you must align with the new version. This is easy to miss.
5600-5650MHz Isn't Automatic Retesting
Only products with hardware enabled for this band need DFS retesting. If it's software-disabled, the original certificate remains valid — no retesting needed. Don't apply a blanket rule.
7. Label, PMN, and Manual Rules
Label Font Size
Label font starts at 1mm minimum. Ultra-small products like wearable earbuds can be exempted from the 1mm physical font requirement if they meet electronic label specifications.
PMN Marketing Names
Multiple PMN (Product Marketing Name) entries under the same HVIN — ISED's backend doesn't allow comma-merged entries in a single application. But you can hang multiple filing entries under one HVIN. Not every PMN requires separate certification.
Manual Language
Quebec requires manuals in French. Other Canadian provinces accept English. For nationwide distribution, bilingual is recommended but not legally mandatory for every province.
8. Document Retention and Annual Self-Check
Retention Period
Test reports and declaration documents must be retained for 5 years after the last batch enters the Canadian market. SAR and MPE documentation requires permanent retention — not just 5 years.
Annual Self-Check
The annual self-check isn't about submitting reports to ISED each year. When market spot checks happen, you just need to produce your change log and version records. The rule is "materials available for inspection," not "mandatory annual submission."
9. Consequences of IC Certification Violations
Wireless products without IC ID entering Canada can be detained, returned, or destroyed by customs. The Radiocommunication Act imposes two-tier penalties: criminal fines up to 25,000 CAD for corporations (5,000 CAD for individuals). Administrative monetary penalties can reach 10 million CAD for corporations. Serious violations lead to blacklisting, affecting all future product exports.
