Key misconception: A pure 12V DC‑powered vehicle device (head unit, T‑Box, dashcam) is not under EESS – only ACMA radio registration is needed to apply the RCM mark. Only devices with an AC plug must do both.
1.1 Applying the RCM Mark
·Pure DC wireless device → only ACMA registration → can use RCM.
·AC‑mains product → both ACMA + EESS registration → then RCM.
The mark has mandatory size and placement rules – don’t shrink or misplace it.
2. CISPR‑25 vs. CISPR‑32 – Don’t Swap Them
This is the #1 failure. All automotive electronic products installed in a vehicle and powered by the vehicle’s system – whether front‑load, aftermarket T‑Box, or OBD – must comply with CISPR‑25 (vehicle component EMC). Its limits are stricter because components are densely packed. CISPR‑32 applies only to stand‑alone consumer multimedia devices not used in‑vehicle. Using a CISPR‑32 report for a car head unit will be rejected by ACMA.
2.1 CISPR‑35 Immunity – Not Mandatory for RCM
CISPR‑35 (immunity – radiated, conducted, ESD, surge) is not a legal RCM requirement – ACMA only regulates emissions. RCM registration does not review immunity reports. Only OEM customer acceptance may ask for it.
2.2 The “2 dB Margin” Rumor – False
There is no official ACMA requirement for a 2 dB stricter limit than lab reports. AS/NZS CISPR‑32 limits and rules are identical to EN 55032 – no extra margin.
3. RF Testing – Follow Australia’s LIPD
RF tests are based on AS/NZS 4268, which references ETSI EN 300 series – but LIPD (Low Interference Potential Devices) power limits differ:
·2.4 GHz: EU limit 100 mW EIRP; Australia allows up to 1 W (30 dBm) indoor.
·5 GHz: check the LIPD table for each sub‑band.
·6 GHz: opened for Wi‑Fi 6E/7 in 2024 – Australia limits differ from EU, so CE 6 GHz reports cannot be directly used.

3.2 Cellular T‑Box – AS/CA S042
Cellular RF tests follow AS/CA S042. Band 28 (700 MHz APT) is a key band; Tx power and spurious limits align with 3GPP (no stricter). The only addition: mandatory emergency alert broadcast reception testing for Band 28. CE RF reports don’t cover this.
3.3 Can CE RF Reports Be Transferred?
Not fully. CE‑based ETSI results are useful, but you must supplement with:
·Local band validation (Band 28/n28 700 MHz)
·DFS radar library matching
·LIPD power deviation tests
These three are missing from CE reports.
4. Safety – AS/NZS 62368.1 National Deviations
AS/NZS 62368.1 aligns with IEC 62368.1, and CB reports can be referenced, but Australia has national deviations beyond just the plug (AS/NZS 3112) – also battery thermal runaway, fire enclosure, and low‑voltage protection. These must be supplemented.
4.1 EESS Risk Levels – No Factory Inspection
EESS has three levels:

·Level 2 – accredited test report
·Level 3 – third‑party CoC
Important: None of these require mandatory on‑site factory inspection – that’s an LVD or KC concept. Level 3 only demands a stricter certificate, not a production‑line audit.
5. 2026 Cybersecurity Law – Separate from RCM
Australia’s new cybersecurity legislation (effective March 2026) is independent of RCM, EESS, and ACMA. It is not part of RCM registration and does not go into ERAC – customs will check security documents separately. Assessment covers default passwords, secure updates, encryption, and vulnerability disclosure. EN18031 reports can be partly reused but not fully reciprocated – Australian‑specific items must be supplemented.
6. Registration Platform and Fees
·The current RCM portal is ERAC (not NEEDS).
·Annual entity fee: AUD 231.91 (for an Australian ABN holder).
·Per‑model registration: one‑time fee – choose 1‑5 years: AUD 86.91–434.56.
·ACMA radio registration is not free – there is a cost.
6.1 Overall Timeline
Even with CE/FCC reports, local agent document review + ERAC registration typically takes 3–5 weeks. Multi‑band cellular T‑Boxes and Level 3 AC products often exceed 6 weeks. The “2‑3 week” figure applies only to simple Bluetooth accessories. Foreign manufacturers must use an Australian/New Zealand supplier with a local ABN or IRD – you cannot register alone.
