Thailand NBTC Certification Process and Document Checklist

For wireless products exported to Thailand, NBTC certification is mandatory. Any product with wireless communication capability – without this certificate, you can't sell it and you can't clear customs. Fines for non‑compliance go up to THB 500,000.

NBTC is the National Broadcasting and Telecommunications Commission of Thailand – covering all radio communication equipment. Overseas companies cannot apply directly – you must go through a Thai local representative.

一、NBTC – Three Certification Modes – How to Choose

NBTC certification has three modes – different product scopes, different processes and timelines.

1. Class A – Registration

High‑risk devices – e.g., base stations. Full testing – timeline 4–6 weeks. Higher control level – full test coverage.

2. Class B – Approval

Public mobile communication terminals – e.g., phones, cellular modules. Can accept CE, FCC, and other international certification reports for transfer – but Thai band‑difference testing must be supplemented – DFS for 5 GHz devices is a classic example. Timeline: 3–4 weeks.

3. SDoC – Declaration of Conformity

Short‑range wireless devices – e.g., Bluetooth headsets, ordinary Wi‑Fi routers – use SDoC filing. Supplier's declaration of conformity – supported by a full set of RF and EMC test reports from an ILAC‑MRA lab. NBTC does not issue a certificate.

Wired headphones – no RF – outside NBTC scope – no need to do anything.

  二、NBTC Certification – What to Prepare Before Starting

1. Determine product classification

First, confirm whether your product is Class A, Class B, or SDoC. Wrong classification = wrong test requirements. Bluetooth headsets and Wi‑Fi routers → SDoC. Phones and cellular modules → Class B. Choose wrong = wasted money.

2. Find a Thai local representative

Non‑Thai companies must appoint a local representative – company or agent. This person is your legal entity in Thailand – handling NBTC official communications and compliance issues – not just a name on paper.

3. Choose an NBTC‑recognised lab

Domestic ILAC‑MRA lab reports are accepted by NBTC – but the report must cover Thailand‑specific band, power, and DFS differences. Ordinary EU CE reports do not cover Thai differences – submitting them directly won't pass.

  三、NBTC Certification – Document Checklist

·Application form – signed by the Thai agent.

·Agent's business licence and company information.

·Product specification – operating bands and power parameters must be clearly stated.

·External product photos – plus internal photos (PCB, components).

·RF test report – from an NBTC‑recognised lab.

·Whole‑product EMC test report – note: whole product, not module.

·SAR report – for body‑worn mobile devices.

·ISO 17025 accreditation certificate copy – lab must be on the ILAC‑MRA list – scope must cover all test items. Many people submit only the certificate without checking the scope – returned.

·User manual – Thai or English.

Document traps:

·RF reports: module reports can be used.

·EMC reports: only whole‑product reports are accepted – many people submit module EMC reports – returned.

·Test‑report frequency and power parameters must match the spec sheet – if not, returned.

  四、NBTC Certification Process

1.Confirm product category – prepare full technical documentation – sign the Thai agent agreement and get their company documents.

2.The agent or consultant submits the application to NBTC. During review, NBTC may ask questions – review: 5–7 working days – complex products take longer.

3.Upon approval – Class A and B: certificate issued with NBTC ID – format XXX-XXXX-XX. SDoC: filing is complete – no NBTC ID issued.

  五、NBTC Certification – Timeline and Costs

1. Timeline

·SDoC filing: 1–2 weeks – submit test reports covering Thai differences – no certificate issued.

·Class A and B: 3–4 weeks. If testing fails, each remediation round adds 1–2 weeks.

2. Costs

·Test fees: RMB 3,000–8,000 – more test items = higher cost.

·NBTC official admin fees: charged in Thai Baht – subject to exchange rates.

·Agent service fees: varies – typically several thousand to RMB 10,000–20,000.

·Thai local representative annual service fees: varies by agent.

Per‑model total: roughly RMB 10,000–30,000 – cheaper than ANATEL and CE‑RED. However, if you choose full testing instead of CE transfer, costs increase.

  六、NBTC Certificate Validity and Labelling

Class A/B certificates: no fixed expiry date – as long as the product is unchanged, standards haven't been updated, and the Thai local representative remains legally valid – you can continue using it.

Two things can invalidate it:

1.Local representative is deregistered or revoked.

2.Standard update with a mandatory phase‑out deadline.

If you change the local representative – some cases may only require a holder‑change application – not always full retesting.

Labelling differs by class:

·Class A and B: must use NBTC‑purchased anti‑counterfeit labels – companies cannot print them themselves. Mark size: ≥5mm × 5mm – on the product body.

·SDoC: no NBTC ID – no anti‑counterfeit label required. But you need a Thai‑language compliance statement – in the manual or packaging.

  七、ASEAN Multi‑Country Certification – How to Coordinate

ASEAN countries accept ILAC‑MRA original test reports – NBTC certificates themselves cannot be directly used in other countries. With a full set of ILAC original reports, going through other ASEAN countries' transfer assessments is much smoother. Budget for Southeast Asia multi‑country certification as a whole – much more efficient than doing them one by one.

  八、Thailand – Other Certifications You May Need

Beyond NBTC, electronic products may also require TISI certification.

·Charging cases with lithium batteries – must meet TIS 1561-2556 battery safety.

·Audio‑video equipment – must meet TIS 62368-1.

·TISI: can use CB reports for transfer – some categories require factory audits – low‑risk categories may be exempt.

·Tropical climate testing: only applies to products where the standard requires it.

  九、Local Representative – How to Choose Without Regrets

A Thai local representative is not just a name on paper – they are your legal entity – when something goes wrong, the authorities go to them, not you.

When selecting a representative, watch three things:

·Do they have experience with similar products?

·Are they familiar with NBTC's review rhythm and communication style?

·Are they properly registered with the Thai Ministry of Commerce – no operating anomalies?

If the representative goes bankrupt or has its licence revoked – your certificate goes with it. Some cases allow a holder‑change application without full retesting – but not always. Check their business status when selecting – and re‑confirm during annual compliance reviews.
