CERT – Centre d'Expertise et de Régulation des Télécommunications – is responsible for mandatory type approval of wireless, telecom, and ICT equipment in Tunisia. Phones, routers, Bluetooth terminals, IoT modules – any product with RF transmission capability – requires this type approval for customs clearance and local sale.
This wireless approval is independent from vehicle whole‑vehicle certification – the two certificates do not exempt each other.
2. Certificate Validity – Official Rules vs. Local Practice
Officially: certificates have no fixed expiry date. As long as the product hardware, RF parameters, firmware version, model, and manufacturer remain unchanged – and the applicable standards are not repealed – the certificate remains valid.
·RF‑chip, antenna, transmit‑power, band, or core‑firmware changes → original certificate invalid – not amendable – requires re‑testing and a new certificate.
·Certificate is tied to the local holder – cannot be transferred to another importer.
Local practice: many agents state a "3‑year validity" – this is market practice and some customs interpretations – not a statutory requirement.
Before shipping, verify the certificate's status on the CERT official system – don't rely solely on agent statements for production planning.
3. What Triggers Re‑Application or Change Filing?
CERT has no automatic renewal mechanism.
·RF parameters, antenna, band, power, core firmware, model, or manufacturer changes → re‑testing + new certificate.
·Changing only the local certificate‑holding importer → holder‑change filing – generally no full retesting.
Important: when local technical standards are updated – certificates issued under old standards may restrict new batches – even with hardware unchanged. Regularly review certificate suitability – certification is not a one‑time task.
4. Local Agent, Samples, and Document Requirements
Overseas factories cannot be the certificate holder – must use a Tunisian local importer or compliance agent – handling official review, document archiving, and market‑surveillance responses. Choosing the wrong agent risks certificate invalidation during market checks.
Portable smart terminals (phones, tablets, laptops): mandatory local sample verification.
Standalone wireless modules: generally exempt from sample submission.
ILAC‑accredited overseas RF reports may be reused via difference assessment – but portable terminals still require local verification – overseas reports alone are not sufficient.
Official documents: only French or Arabic are accepted – Spanish is not. Technical drawings, BOMs, and test reports may be in English.
Declaration of Conformity: must be signed by a Tunisian local entity – overseas manufacturer‑only signatures are rejected.
5. Local RF and Encryption Controls
2.4 GHz power limits:
·10mW EIRP applies only to narrowband SRD devices – Wi‑Fi and standard Bluetooth do not use this limit – confirm the correct limit for your product category.
·Digital broadcast band: only open to 230MHz – narrower than the EU's 240MHz – bands beyond this must be disabled in firmware.
Encryption:
·No‑encryption or weak‑encryption schemes are prohibited.
·Wi‑Fi devices must use compliant encryption – specify encryption protocols/algorithms in application documents.
Complete documentation upfront reduces revision time.
Nameplates, packaging, and manuals – model, frequency, and power parameters must match the certificate records. Market audits compare physical products against archived photos – discrepancies = non‑compliance.
6. Common Misconceptions
·Treating the industry "3‑year" figure as a statutory CERT validity.
·Assuming importer changes require full retesting – distinguishing hardware changes from holder changes.
·Applying the 10mW limit to all 2.4 GHz devices – incorrectly limiting Wi‑Fi/Bluetooth power.

Portable terminals: reserve local‑sample timeline – don't wait until near shipment. If RF hardware changes – assess certificate impact immediately.
