Tunisia CERT is the local mandatory approval for wireless and communication products, reviewed and issued by the national telecom research and regulation center. This certification system operates completely independently and is not interchangeable with EU CE or RED — it is a separate compliance requirement you must land to enter the Tunisian market.
Simply put: any product with RF transmission function that needs to connect to the local communication network must obtain CERT certification for Tunisian export. Many trading companies focus on mainstream European and American markets and easily overlook North African compliance rules, often hitting port holds, clearance failures, and demurrage fees. 二、Who needs Tunisia CERT
1. Mandatory scope
All wireless devices and communication terminals with RF transmission function fall under CERT mandatory control. Mainstream categories like the Bluetooth devices, Wi-Fi routers, smartphones, and in-vehicle communication modules you ship daily all require approval — no exceptions. Any device with wireless transmission or networking capability cannot avoid this compliance flow.
2. Exemption criteria
Purely wired devices with no RF transmission function do not need CERT. Before customs declaration, precisely verify the product's functional attributes — do not judge loosely from past experience. A wrong product classification will block clearance; customs and clearing agents only accept clear compliance qualifications, not vague verbal explanations.
三、The authority and basic rules
All CERT review and issuance is handled solely by the local telecom research and regulation center. The rule is hard: overseas manufacturers cannot file applications directly and cannot sign compliance documents themselves. You must rely on a properly registered local Tunisian agent as the certificate holder — a non-negotiable condition.
The compliance declaration must be signed and filed locally by the agent; documents remotely signed by the overseas manufacturer are not recognized. So choosing a compliant, reliable local agent is critical. Substandard agent qualifications void the entire application and waste time and money.
四、How it relates to EU CE and RED
A common misconception: companies think a CE RED certification lets them enter Tunisia directly. It does not. Tunisia CERT recognizes RF test reports from ILAC-mutual-recognition labs, so your existing EU test data can be reused — no full retest, saving some testing cost.
But that does not mean you can apply EU standards directly. Tunisia's local RF control is stricter. A typical case is the 2.4 GHz band, where local radiated-power limits are tighter than the EU standard. You must compare parameter differences upfront and fill the gap tests. Relying only on the CE report gets the application rejected.
五、Basic access process overview
The CERT access flow is fairly fixed, in five steps: submit application and full technical file; submit test report or physical sample; official reviews docs and verifies parameters; on approval, issue the certificate; complete model approval filing. The sequence is fixed — no reordering or simplification.
Review methods differ by device. Fixed communication equipment mostly accepts overseas test reports without local submission; portable wireless terminals generally require local sample verification. Preparing French and Arabic versions of documents avoids review bounce-backs and delays.
六、Common misconceptions
First, the CERT certificate has a fixed validity — officially a uniform three years, and you must proactively apply for renewal at expiry; it is not permanent. Once the official standard updates, the old certificate cannot clear new-batch products. No "done once, forever" scenario. Second, certification does not force local testing for all devices — regular devices can use overseas reports; only portable terminals and special categories need local submission.
Also, there is no official fast track in the market. All the "expedite" and "special green channel" claims are industry hype. The only way to speed up is complete docs, standardized process, and compliant data reuse. No shortcuts — do not trust wild promises and waste money.
七、Beginner practical advice
At project kickoff, first check whether your product's frequency band is open for use in Tunisia, and screen parameter limits early to avoid compliance risk at the source. Also translate and produce French and Arabic technical documents ahead of time — local review prioritizes these two languages; only test reports may use English.
When picking a local agent, verify proper qualifications and clarify all fee details — do not chase the lowest price blindly.
