Radio equipment access in the UAE is regulated by TDRA (Telecommunications and Digital Government Regulatory Authority). The former TRA was restructured and renamed TDRA in 2021 – existing TRA certificates remain valid – new applications are filed through the TDRA online platform. Wireless RF products entering the UAE market – without TDRA type‑approval certificates – are detained by customs and cannot be sold locally.
1.1 Regulatory authority and legal basis
TDRA is the UAE's federal telecom regulator – managing radio and telecom terminal equipment access under federal telecom law. Any device transmitting or receiving RF signals must complete TDRA type approval before market sale. Unapproved products face customs detention – and operators may restrict IMEIs.
1.2 Applicable product scope
Smartphones (4G/5G), Wi‑Fi routers, Bluetooth audio/wearables, IoT/M2M modules (LoRa, NB‑IoT, LTE‑M), RFID, two‑way radios, satellite terminals – all in scope. Any product with RF transmission capability – regardless of power – must complete TDRA type approval.
1.3 Three‑level risk classification
TDRA classifies devices into three risk levels. Level 1 covers low‑power SRD devices – requiring manufacturer SDoC – but still must meet standards. Level 2 covers most wireless devices – requiring ILAC‑accepted RF/EMC reports plus document review. Level 3 covers mobile phones – requiring Level 2 items plus local UAE lab testing.
2. Distributor Registration
2.1 Prerequisite
Before submitting a type‑approval application, the applicant must complete distributor/importer/manufacturer registration on the TDRA platform. Registration is valid for 5 years – processing 3–4 weeks. Unregistered applications are rejected – we recommend running registration in parallel with document preparation.
2.2 Local entity requirement
The applicant must be a UAE‑registered company or a designated local agent. Overseas manufacturers cannot apply independently – confirm your UAE importer in advance and prepare complete authorisation documents.
3. Testing and Report Requirements
3.1 CE reports can be reused
TDRA accepts CE‑RED test reports. Products with valid CE certification can use their test reports directly – no duplicate testing.
Prerequisites: reports must cover UAE national differences, labs must be ILAC‑accredited (ordinary lab reports are not accepted), and TDRA also accepts valid FCC test reports.
3.2 Local testing
Most categories do not require local retesting – CE/FCC reports are sufficient for transfer.
Mobile phones are the exception – Level 3 – mandatory local UAE lab testing for RF, EMC, and SAR – adds 2–3 weeks.
3.3 AML testing
From March 2024, phones with emergency‑call capability must undergo AML (Advanced Mobile Location) testing – providing accurate location during emergency calls. AML failure blocks TDRA certification. Data modules and industrial cellular terminals without voice emergency‑call capability are not subject to AML.
4. 2026 New Rules
4.1 Per‑shipment clearance permits
From February 2026, type‑approval certificates alone are not sufficient for customs clearance. Each shipment of RF equipment requires an additional TDRA clearance permit – available as long‑term or single‑batch – filed online via UAE Pass.
Processing times vary – no guaranteed 1‑hour completion. Without the permit, goods are detained at port.
4.2 eSIM restrictions
Devices with eSIM functionality must meet: pre‑loaded non‑UAE eSIM profiles that bypass local operators are not accepted. Support for downloading UAE‑licensed operator eSIM profiles is accepted. This is a high‑frequency rejection reason for phone approvals – confirm the eSIM implementation at the project‑definition stage.
4.3 Labelling requirements
From January 2023, TDRA uses a new labelling specification. After certification, download the Conformity Declaration Card from the distributor's TDRA account. Labels should be on the product body and outer packaging. For very small devices – with TDRA approval – may place on packaging only – must also be displayed at the point of sale. Labels must be clear and non‑removable.
5. ECAS Safety Certification
5.1 TDRA and ECAS are separate
TDRA covers RF compliance, while ECAS covers electrical safety – under MOIAT (Ministry of Industry and Advanced Technology) – covering low‑voltage adapters, RoHS, energy labelling. Products with external power supplies generally need both TDRA and ECAS.
5.2 ECAS validity
ECAS product conformity registration is valid for 1 year – annual renewal required. EQM (Emirates Quality Mark) is valid for 3 years – voluntary – requires factory audit – not mandatory for ordinary traders.
6. Application Process and Documentation
6.1 Process
The process includes: distributor registration (run in parallel with document preparation), compiling technical documents and test reports, submitting type‑approval application via TDRA platform, TDRA review (phones: add local testing), type‑approval certificate issued, downloading labels and affixing to product and packaging, and applying for clearance permit before each shipment.
6.2 Document checklist
Required documents include: manufacturer authorisation letter, product specifications, technical manual, RF/EMC/safety test reports (ILAC‑accredited), DoC, multi‑angle product photos, user manual, block diagrams, circuit diagrams, and for cellular products – IMEI list.
7. Timeline and Costs
7.1 Timeline
Distributor registration takes 3–4 weeks. Type‑approval review takes 4–5 weeks with complete documents. Phones (Level 3) add 2–3 weeks for local testing. Total timeline: non‑phones 6–8 weeks – phones 8–11 weeks.
7.2 Costs
TDRA official fees are tiered by risk level – Level 1 lowest – Level 3 highest. Phones have per‑model fees – multiple models increase cost. Service fees are additional. Late renewal penalties are AED 100/month.
8. Common Traps
8.1 Forgetting the clearance permit
Post‑2026, many assume the type‑approval certificate is enough for customs. Apply for the clearance permit before the goods arrive – avoid demurrage costs.
8.2 Variant models not registered
TDRA type approval is tied to specific models and RF band variants. Frequency‑band, RF hardware, or antenna changes are generally considered a new variant. Cosmetic changes (colour, housing) usually share the certificate. US‑band specifications differ from UAE versions – even within the same product line – unregistered variants cannot clear customs. Check the TDRA approved‑devices database.
9. Cost and Timeline – Supplementary
9.1 Cost reference
TDRA official fees are risk‑level based – Level 1 lowest – Level 3 (phones) highest. Multi‑model applications stack costs. Distributor registration is a separate fee – valid 5 years. Compare multiple service providers – ECAS fees are separate – not included in TDRA.
9.2 Renewal management
Type‑approval certificate has 3‑year validity – renew 1 month before expiry – late penalties apply. Distributor registration has 5‑year validity – renew on time. RF‑related software/hardware changes require change assessment – confirm whether re‑certification is needed.
9.3 Multi‑model strategy
Series certification is possible for same‑platform models – identify differences – only test the differences – not full retesting for every model. TDRA has strict "same‑source hardware" criteria – different RF platforms cannot be grouped – confirm division rules with the certification body early.
10. What a Certification Body Provides
10.1 Solution assessment
A good certification body helps determine the product's risk level, assesses whether existing CE/FCC reports cover UAE national differences, confirms whether local testing is required, and liaises with UAE local distributors – preparing registration materials and authorisation documents.
10.2 Clearance permit assistance
For the 2026 per‑shipment clearance permit requirement – bodies can help with online applications via UAE Pass – reducing the learning curve.
Important: samples, temporary exhibition goods, and small personal‑use items may have temporary entry exemptions – but commercial shipments must complete full TDRA type approval.
