PSE (Product Safety of Electrical Appliance & Materials) is Japan’s legal mandatory market access certification for electrical products, based on the DENAN Law and supervised by METI (Ministry of Economy, Trade and Industry).
All products within the scope must comply with PSE; otherwise, they cannot be sold in Japan and may face fines or legal liability.
PSE covers approximately 450 products, divided into two risk levels:
1.Specified Electrical Appliances (high-risk): 116 products, including power adapters, chargers, transformers, high-power heaters.
2.Non-specified Electrical Appliances (low-risk): 341 products, including small fans, LED lamps, humidifiers, shavers.
II. Two PSE Certification Types
1. Circular PSE (Low-Risk Products)
Two compliance routes:
·Self-declaration (VOC): Most common. In-house or third-party testing + signed declaration. No factory inspection.
·Third-party testing: Voluntary for credibility.
METI registration is mandatory for all PSE products.
2. Diamond PSE (High-Risk Products)
Mandatory third-party certification by METI-registered bodies. Requires:
·Type testing
·Factory inspection
·Official certificate valid for 3–7 years
III. Core Test Items & Standards
·Electrical Safety: Insulation resistance ≥100MΩ (500V DC); 1500V AC withstand for 60s; temperature rise limits.
·EMC: Per JIS C 55014-1/-2.
·Japanese labeling and instruction manuals required.
IV. 2025 New Cross-Border E-Commerce Rules (Effective Dec 25, 2025)
·Overseas sellers are classified as Specified Importers.
·Must appoint a Japan Domestic Representative (JDR) with physical address.
·Platforms (Amazon, Rakuten) enforce PSE + METI filing.
