The process of handling 3C certification is: application submitted by the enterprise - data review - sample test - factory inspection - Conformity Assessment - issuance of certificate. For factories that are not familiar with the process, we still suggest that the application be entrusted by Yibo, a third-party testing and certification organization. The third-party entrusting organization is familiar with the CQC audit process, has a high degree of cooperation and convenient communication channels, and can guide the standardization of factory inspection and ensure the smooth passing of factory inspection.
In the specific implementation of 3C certification application, the hardware part, including production site, equipment and instruments, personnel and organization, shall meet the specified requirements; It is also necessary to ensure that the software parts, including quality assurance system, procedure documents, control procedures, inspection procedures, management systems, operating procedures, etc., comply with the specifications.
3C certification factory inspection ensures that the capability meets the certification effectiveness:
(1) Basis for factory inspection: factory capacity inspection requirements, national standards for certified products, type test reports of certified products, and Certification Implementation Rules;
(2) Several conclusions of factory inspection: the factory passed the inspection, the factory had documented nonconformities, the factory had serious nonconformities, which needed on-site verification, the factory had serious nonconformities, and the factory failed the inspection;
(3) For enterprises applying for certification for the first time, the certification agency will send a factory inspection notice to the certification applicant after receiving the report on the qualified product test results submitted by the testing agency, and issue a factory inspection task letter to the factory inspection team of the certification agency;
(4) The inspectors shall carry out on-site inspection on the enterprise applying for the certificate according to the requirements of product certification factory quality assurance capacity, and take certain samples to check the consistency of the test results;
(5) After the factory inspection is qualified, the inspection team shall issue the factory inspection report according to the specified report format and submit it to the certification agency for review and evaluation;
(6) The report submission time after Factory review is generally 5 working days, calculated from the date when the auditor completes the on-site review and receives the nonconforming corrective action report submitted by the manufacturer. Enterprises can apply for 3C certification themselves or entrust 3C agencies to apply. Generally, small factories lack special personnel responsible for factory system and certification qualification management, and they are not familiar with 3C certification process. It is too troublesome to do it by themselves. Self application may be time-consuming and laborious, and they may not pass the application after tossing and turning.
