It is managed by the Japan Electromagnetic Interference Control Committee. VCCI certification is optional, but information technology products sold in Japan are generally VCCI certification is required.

On December 19, 1985, four industrial associations in Japan: Japan Electronics Industry Development Association (abbreviation: JEIDA); Japan Business Machinery Manufacturers Association (abbreviation: JBMA); Japan Electromechanical Industry Association (abbreviation: EIAJ) and Japan Communications The Machinery Association (abbreviation: CIAJ) jointly established the VCCI Committee.
