When exporting to Korea, many manufacturers mix up "KCC" and "KC". The current official market‑access mark is KC. KCC is the old system name – products cannot print the old KCC logo – but filing numbers still use the KCC‑XXX format. If you use the wrong logo artwork on application documents, RRA will reject them. This article covers the KC system's EMC standards, full KN32 test items, and 2026 latest requirements.
KC certification has two main parts.
·KATS (Korean Agency for Technology and Standards): electrical safety – issues KC safety certification. High‑risk products: mandatory type certification with annual factory audits. Low‑risk products: self‑confirmation.
·RRA (National Radio Research Agency): EMC and RF – uses equipment self‑confirmation filing.
Products with both power circuits and wireless modules require both safety and RF filings – budgets separately planned.
Key point: RRA EMC filing involves no factory audit – any category. Only products on the KATS high‑risk electrical safety list require annual factory audits. Many salespeople confuse the two – telling clients EMC also needs factory audit – inflating budgets unnecessarily.
二、Applicable Standards – More Than Just KN32
1. IT/multimedia products – KN32
KN32 corresponds to CISPR 32 – for IT and multimedia product electromagnetic disturbance testing.
·Conducted emissions: 150 kHz – 30 MHz – power‑line noise – limits aligned with CISPR 32 Class B.
·Radiated emissions: 30 MHz – 1 GHz – for wireless‑enabled products, extends to 18 GHz – tested in semi‑anechoic or full‑anechoic chambers.
·Harmonic current: evaluates harmonic components fed back to the grid – devices with input power <75W are generally exempt.
·Voltage fluctuation and flicker: also required.
Immunity: uses KN35 – corresponding to CISPR 35.
2. Household appliances – KN24
KN24 is specifically for appliance EMC – test items are similar to KN32 – but product categories differ. Do not submit a KN32 report for appliances – RRA will not accept it.
3. In‑vehicle products – add KN61000 series
Head units, T‑Boxes, and other in‑vehicle devices cannot be tested against KN32 alone – you must also run KN 61000 series automotive immunity tests – including power surges and electrical fast transients – stricter than consumer electronics.
2026 new rule: multi‑radio coexistence interference is now mandatory – in‑vehicle devices with Wi‑Fi, Bluetooth, and cellular operating simultaneously – concurrent interference testing is required. A KN32 report alone will not pass RRA filing.
4. Immunity – KN35
KN35 covers electromagnetic immunity:
·ESD: KN 61000-4-2 – contact ±8kV, air ±15kV.
·Also: EFT, surge, conducted immunity, radiated immunity – full suite.
三、RF Test Items
Products with wireless modules require RF testing in addition to EMC.
·Band verification must match Korean regulations: 2.4 GHz Wi‑Fi is limited to 2412–2472 MHz.
·Bluetooth: maximum transmit power ≤20 dBm – frequency error, adjacent‑channel interference, and spurious emissions all have defined limits.
5 GHz Wi‑Fi: DFS mandatory – radar‑signal avoidance. From 2025, the 6 GHz band has tightened – spurious emission limits tightened from -36 dBm to -40 dBm/Hz – devices must detect and avoid radar signals within 200 ms – first‑pass rates have been low in recent years. 5350–5460 MHz is reserved for weather radar – civilian products are prohibited.
SAR testing is required for body‑worn wireless devices. From 1 April 2026, products like headphones and smartwatches must use KS C3350 – replacing the previous US/European models with East Asian body models. SAR is under RRA RF control – data is filed with the RF system.
四、Lab Reports – Key Traps
Test reports must clearly state the KN standard number and version – reports citing only CISPR numbers are not accepted. For some bands, Korean KN limits are 3 dB tighter than CISPR – international reports cannot be directly filed.
Lab KOLAS accreditation alone is not enough – the lab must also be registered on RRA's overseas test‑lab list – otherwise reports are not accepted. When selecting a lab, confirm this requirement directly.
五、Certification Process and Timeline
First, classify the product – confirm applicable standards – distinguish safety certification vs. self‑confirmation.
Products with PCBs and built‑in power supplies – even without wireless – generally require KN32 filing. Pure mechanical components without PCBs are generally exempt – final determination is official.
After samples pass testing, compile test reports, product photos, schematics, BOM, and manual – submit to RRA for filing.
Compliance statements and safety warnings must be in Korean – bilingual versions with Chinese/English are acceptable. Chinese‑only manuals are returned for revision.
RRA review: 2–3 weeks. With first‑pass samples and complete documents, the full process takes 4–6 weeks. With remediation or document revisions – 8–10 weeks is common. RRA self‑confirmation filing only issues a filing receipt – no paper certificate.
六、Common Test Failures
Conducted emissions exceedance – most common – typically due to inadequate power‑supply filtering.
Radiated emissions – often related to PCB layout and external cable shielding – generally requires hardware changes.
Air‑discharge ESD – another high‑frequency failure – enclosure gaps and button openings introduce coupling.
Multi‑radio coexistence interference – a new key assessment item – when three radios operate simultaneously, any performance degradation beyond the allowed range = fail. We recommend pre‑testing at the R&D stage.
Application document format – fixed requirements: application form, antenna specification, Korean‑language manual, and authorisation letter – all required. When sending samples, include adapters, signal cables, and load accessories – avoid test‑site delays.
